QFR Duty Statement

Purpose of specific work area and position

The Compliance and Prosecution Unit (CPU), Investigations and Compliance Section is responsible for enforcing compliance with the Fire Services Act 1990 and Building Fire Safety Regulation 2008. The unit coordinates all enforcement action against persons or entities that fail to comply with the legislated fire safety standards and refers all recommended prosecution action across the state to the Legal Services Unit (LSU).

Mandatory requirements
- Must meet the mandatory requirements and attributes as outlined in the generic QFR Inspector role description.

Key relationships
- This position reports directly to the Executive Manager and has direct relationships across the department, including with senior officers of the QFR State Capability and State Operations Directorates, QFR Regions and Strategy and Corporate Services Division.
Key external relationships include all relevant local government representatives, all tiers of government, local industry, and local industrial representatives and associations.

Primary duties

This Duty Statement appends the generic QFR Inspector, role description (key accountabilities and capabilities), and provides clarity on the duties of the role, which includes:

- Manage and oversee the continual evaluation and review of products, services and training to support QFD officers in the investigation and enforcement of non-compliances and offences against building fire safety legislation.
- Provide leadership, training and advice to regional officers and SAOs to ensure the efficient implementation of building fire safety compliance and prosecution processes.
- Assist in the development, implementation, review, documentation and delivery of training programs, to enhance the ability of all QFR and RFSQ Officers to undertake enforcement activities and present evidence in court.
- Maintain a comprehensive working knowledge of relevant legislation, codes, standards, policies, including review and provide advice on any legislative changes and amendments that may have immediate or future influences on the department.
- Provide policy and guidance on compliance and prosecution issues to satisfy QFD accountability to regulate the Fire Services Act 1990 and Building Fire Safety Regulation 2008, including investigation and onsite inspections to ensure compliance.
- Represent QFD at industry, community and government working groups, ensuring a positive image of the department, effectively resolve community safety matters and maintain good working relationships with all key stakeholders.
- Provide advice and communicate all building fire safety interpretations and information to internal and external clients relating to building fire safety compliance and prosecution matters and policy.
- Appear in the Magistrates Court on behalf of QFD on matters such as major investigations, building fire safety enforcement and coronial inquests.

Special requirements
- Knowledge and experience in QFD Community Safety Operations and access to the Community Safety Operations System (CSOS).
- Hold a current Certificate IV in Training and Assessment qualification or can obtain the skill within a mutually agreed timeframe.
- Have proven commitment to maintaining competencies and receive specialist training and operate in a team environment.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake local, state or national travel or deployment.
- This is predominately a day work position requiring flexibility to meet the entirety of the role requirements, as per the applicable industrial instruments and QFR policies.
- Manage human and financial responsibilities in accordance with the QFD delegations and key departmental priorities.
