CONTEXT
The Military and Armed Group Delegate of the ICRC Regional Delegation for the Pacific (MAG TOK) oversees the
Delegation’s outreach to the Australian, New Zealand, Papua New Guinean and Fijian Defence forces. The
Police and Gendarmerie Delegate of the ICRC Regional Delegation for the Pacific (PGE MAN) overseas the outreach to all the police and security forces on the SUV delegation's area of responsibility. The aim is to promote understanding of and acceptance for the ICRC’s mandate and humanitarian response, and support the integration of international humanitarian law (IHL) / international human rights law (IHRL) and other legal standards into military doctrine, security forces procedures and education. MAG TOK supports the ICRC’s operational dialogue with the Defence Force Headquarters and Joint Operations Commands on the humanitarian impact of military operations and works to influence relevant national policy making to understand and include ICRC’s positions.
Engagement across the SUV region recognizes past and future cooperation of ascribed militaries and security forces, including their work as regional forces to address regional security issues.
PURPOSE
The Armed Forces and Security (FAS) Programme Advisor supports the SUV FAS Delegates in contributing to developing and implementing the delegation's strategies and operational dialogue with the Defence Forces in
Australia, New Zealand, Fiji, and Papua New Guinea, and other security forces in Suva delegation area with respect to acceptance of the ICRC's mandate and operations, the promotion, integration and implementation of
IHL, IHRL and other legal standards, and raising awareness of protection objectives.
Broadly, the Programme Advisor tracks, understands and interprets through the lens of potential humanitarian consequences, the implementation of the Pacific Nations Defence and Security Strategies and related legal and policy initiatives and supports the Armed Forces Delegates in identifying opportunities for dialogue with the Pacific
Governments on humanitarian implications. He/She maintains a network of relevant interlocutors within the various Defence and Security organizations.
In a more specific sense, the region is undergoing a transformation of military capabilities in terms of operational missions, capabilities, deterrence, and activities to address the Great Power Relations that are becoming more prominent. Sometimes these activities are conducted by individual countries, but more often countries are capitalising upon - or aiming to capitalise upon - partners and allies. All of this represents a significant change and requires a much higher tempo of activity, and a different and adapted approach, above the continuing engagements that are necessary for counter-insurgency and counter-terrorism activities that have been going on for the last 20 years.
The growing importance of the Pacific region from a security perspective and the consequences of regional military transformations will likely have a significant impact on the ICRC in both operational and policy perspectives in the coming years. it is therefore key that the FAS Programme Advisor has the requisite knowledge, experience and foresight to assist the Delegation in understanding and responding to this pivot.
RELATIONSHIPS
- Internally, interacts primarily within the delegation with those engaged in dialogue with arms carriers, and supports the work of the FAS delegates, reporting to MAG TOK and maintains relations with FASCO RRN and FAS GVA (Operation Support Coordinator for Asia Pacific Region) for functional technical support.
- Externally, represents the ICRC in its dialogue and/or activities with armed and security forces on issues related mainly to integration of IHL and/or IHRL into operational practice.
