**The Role**
The Early Childhood and Youth group is focussed on making high quality, affordable and accessible early childhood education and care to Australian children and families. The group is responsible for the effective implementation of the Government’s Child Care package, including the administration of the Child Care Subsidy and Child Care Safety Net.
The Early Childhood and Youth Group strives to ensure all Australian children can access early childhood education and care, which equips them to succeed in years to come and helps families with children who want to work, want to work more, train, volunteer or help with other responsibilities.
The Financial Integrity Branch consists of seven teams which are responsible for the integrity of Child Care Subsidy payments, including policy and advice to Government on integrity, data analysis, approval of child care providers, education, and engagement with the child care sector, ensuring compliance with requirements, provider audits and fraud investigation.
Reporting to the Director of the Fraud Investigations and Tactical Operations team, the Assistant Director is responsible for leading child care fraud investigations and tactical operations.
The role also provides input in support of child care fraud control strategy and policy and undertakes liaison with other Branches and Teams, including Intelligence Analytics, in support of investigations and tactical operations. The role also liaises with other entities to support child care fraud investigations and tactical operations.
**Duties and Responsibilities**
Responsibilities of the Executive Level 1 Assistant Director, Fraud Investigations and Tactical Operations may include:
- Undertake and manage high quality, professional investigations into allegations of fraud against Early Childhood and Child Care programs and funding
- Lead and support other team staff in their duties, where appropriate.
- Deliver value and service to clients and stakeholders by identifying risks and opportunities for business improvement (when non-compliant behaviour is identified by fraud investigations work) and providing feedback and advice to stakeholders
- Responsible for supervising and mentoring Senior Investigators and Investigators, managing several cases concurrently, whilst also being the Case Officer for their own investigations - regularly review each case, making critical case decisions and communicating accountabilities.
- To attend, as required, the Financial Integrity Operations Committee meetings and advise the members of investigational updates
- Ensure the Child Care Investigation System (CCIS) is up to date regarding allocated investigations and support monthly reporting that is required to the Executive and on expenditure of surge funds
- Build and sustain effective working relations with internal and external stakeholders and represent the Department of Education in external forums
