Job Overview & Purpose:
The Manager Cyber Security Operations (CSO) APAC is a critical role whose key objective is to oversee the delivery and operation of Security Operations Centre (SOC) services to the APAC region. Protecting the key IT assets and systems critical to the function of the bank. They are responsible for managing the APAC SOC team’s workload, capacity, and team performance through leadership and best practise and will be responsible for contributing to the delivery of the IT Infrastructure (ITI) strategic and operational goals in line with requirements of the regulatory bodies within the region. To achieve operational control, stability, standardisation, and cost optimisation across the region. This role covers across Australia, New Zealand, Singapore, Hong Kong, China and India (and associated representative offices).

This role is the central point of management and escalation across APAC for all SOC related workloads, and will have strong relationships with the globally based Cyber Defence Centre and other regional SOC teams. As needed, this role will lead, support, and contribute to the protection of IT services globally, and in other regions. This is a very broad role which is given a high level of autonomy and authority to act, to protect the IT services within Rabobank. This role will work at the highest levels with the Board and Executive teams, and will provide technical expertise, operational leadership and strategic advice. This role requires discretion and sound judgement, as this will also manage sensitive and confidential investigations within the organisation and will work closely with the Executive, HR, Legal, Compliance, Fraud, and other key areas to manage sensitive matters.

This role is responsible for ensuring that the requirements of the regulatory bodies are met within the APAC region for security operations, vulnerability management, security information and event management and threat intelligence. This role ensures that the region is suitably protected with robust and effective controls embedded into the operation and provide advice and insight regarding the strategic direction of key IT assets and systems based on the current cyber threat landscape.

This role will also, when required, deputise for the Head of Security & Support Services APAC.

**Key Responsibilities and Accountabilities**:

Management
- Lead and Manage the delivery of CSO services within the APAC to locations including Australia, New Zealand, Singapore, Hong Kong, China and India (and associated representative offices). Manage the delivery of Security, Compliance and Risk activities including;
- Security Operations Monitoring
- Ensure oversight of current and emerging Cyber threats.
- Risk Management
- In addition contribute to all Cyber Security elements that relate to;
- Audit and Compliance
- In Control Activities and Reporting
- Policy and Process Governance
- Vendor and Outsourcing Management
- Establish strong relationships both locally and globally based Cyber Defence Centre and other regional SOC teams within the context of security operations, vulnerability management, security information and event management, threat intelligence and cybercrime.
- Responsible for contributing to in-depth reporting and analysis to the executive and senior management, and stakeholders, as well as regulatory bodies, including but not limited to, APRA, ASIC, RBA, ACSC, OAIC, RBNZ, MAS, RBI, HKMA
- Support in the management of SOC budgets, including cost transparency within the business
- Develop strategies to innovate, continuously improve, and mature the SOC capabilities, as well as the compliance, risk, and security ambitions for the bank in the protection of its IT assets through delivering strategic programs of work, utilising LEAN, Agile, DevOps and other frameworks to achieve this.

- Appraise and create staff development plans to maintain staff engagement and to develop staff potential.
