**What does the business unit do?**
The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.
Data, Digital and Insights (DDI) focuses on meeting the departments data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes. The specialist groups within DDI consist of Technology Solutions and Evidence and Insights.
Technology Solutions explores and employs modern technology to enable the department's business to function via the use of modern, appropriate platforms, products and services.
Evidence and Insights is responsible for providing end-to-end evidence-based policy support to the Department of Justice and Community Safety, and the reporting of data and research to the Victorian public through the Crime Statistics Agency and the National Coronial Information System.
**What will the role do?**
The Procurement Specialist is responsible for the following:
- Develop the Strategic Procurement Plan for the Program.
- Develop RFQ, RFT and other related procurement documentation.
- Co-ordinate and manage the procurement(s) for the Program.
- Management, collaboration and engagement of a broad spectrum of senior stakeholders such as the ELT, Program Team, Business owners, IT leaders and key suppliers.
- Vendor management, proactively manage the day to day, contractual and commercial risks.
- Develop partnerships with vendors, in alignment with a strategic relationship model.
- Facilitate continuous improvement in ROI and project delivery
**What skills should a Procurement Specialist have?**
- Demonstrated experience in senior roles in comparable corporate, IT/ICT large scale project environments.
- Experience in Vendor and commercial management with direct responsibility for relationship management with external parties
- Experience in the structuring, negotiation and management of complex commercial contracts including commercial analysis, reporting and making recommendations, particularly in IT large scale project environments or Transformations.
- Demonstrated ability to develop implement and maintain governance frameworks that effectively manage third party delivery providers in in line with contractual agreements.
- Advanced Microsoft Office skills (strong Excel and Word skills).
- Contract, activity scope, and/or business policy drafting skills.
- Understanding of Vendor/Customer collaboration tools, eg Jira.
- Experience with using a Contract Management System / Database or other ERP platform, preferably Zycus, SharePoint and Oracle.
