About Us
Investment and Technology is a Group within the Department of Transport and is responsible for providing delivering commercial and information technology services to drive high performance and improved commercial outcomes for the State.
Commerical Advisory and Commercial Transactions are Divisions within Investment and Technology, and work together to plan for, design and lead major commercial transactions and deliver commercial and contract management services to deliver innovation and value for money outcomes.
About the Role The Commercial Manager is responsible for providing project management and commercial advice as well as leading project workstreams and/or small commercial projects.
The Commercial Advisory and Commercial Transactions Divisions work closely with policy and operational areas throughout the contracting lifecycle to mobilise project teams, support commercial strategy development, undertake pre-procurement and procurement activities, and provide a range of commercial project management support, advice and leadership.
Key elements of the role include developing project and commercial options, preparing high-quality transaction documents including Request for Tender, engaging with industry to inform commercial strategies, project management, procurement and management of external advisers (including technical, legal and commercial), reporting, leading and managing governance processes, and general commercial advice.
The position will work flexibly across the Commercial Advisory and Commercial Transactions Divisions, including supporting or leading multiple projects. The role may involve people management.
The successful applicant will have proven experience in working in multidisciplinary teams to deliver complex, high value projects within a commercial context.
Key Accountabilities
- Gathering and analysing information from within DoT and from other sources to support development of commercial strategies and options.
- Preparing project documentation and advice, including submissions to government and internal stakeholder briefings, on the project workstream areas of review/change and other complex commercial / policy matters.
- Stakeholders perceive that analysis and advice is comprehensively considered, takes into account whole of project outcomes and supports successful outcomes through a supportive partnership.
- Assisting with the identification and resolution of project and strategic issues to support timely and effective decision making and negotiations.
- Contributing to achievement of value for money outcomes through participation in the evaluation of options.
- Promoting and supporting safe, inclusive and flexible team operations.
Key Selection Criteria
KNOWLEDGE AND SKILLS
- Project Delivery (Accomplished) - Translating strategies into programs or projects that enables achievement of outcomes required. Ability to define governance e.g. success measures, roles and responsibilities, progress monitoring required to manage risks and maximise probability of success.
- Business and Commercial Acumen (Accomplished) - Defining and maximising value add and/or return of investment in business cases, contract terms, or service delivery agreements. Ability to use broad understanding of procurement and finance concepts to inform expenditure decisions and manage risks.
- Interpersonal Skills (Accomplished) - Ability to detect the underlying concerns, interests or emotions that lie behinds what is being said and done. Presenting as genuine and sincere when dealing with others. Projects an objective view of another's opinion. Uses understanding of individuals to get the best outcomes for the person and the organisation.
- Stakeholder Management (Accomplished) - Ability to identify issues in common for one or more clients or stakeholders and uses them to build mutually beneficial partnerships. Identifying and responding to stakeholders underlying needs. Uses understanding of the stakeholder's organisational context to ensure outcomes are achieved.
- Critical Thinking & Problem Solving (Applied) - Resolving issues through deep understanding or interpretation of existing guidelines. Where guidelines are not available, analyses ideas available and takes action through self, or in consultation with others to resolve problems. If required, determining additional information needed to make informed decisions. Applies critical thinking and problem-solving concepts in the right context.
QUALIFICATIONS AND EXPERIENCE
Desirable
- At least 3 years of professional experience in a relevant commercial transaction setting
- Experience working with State or Federal Government
- A relevant tertiary qualification in commerce, finance, economics, business management, law, or related discipline.
