About us
The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
DTF Legal
DTF Legal provides internal legal and advisory services to the Treasurer, the Assistant Treasurer, the DTF Secretary and board, and other DTF business units. The team advises on the full spectrum of issues faced by our stakeholders.
Our work includes providing advice on the delivery of State significant social and economic infrastructure and commercial projects (for example, the West Gate Tunnel project, the $2bn commercialisation of Land Use Victoria; Partnerships Addressing Disadvantage, the $9bn lease of the Port of Melbourne); Victoria's financial management framework (including the delivery of the annual State Budget); as well as public policy and administrative law matters and managing litigation and disputes (including in relation to employment, freedom of information and contractual issues).
The team has a significant commercial practice, supporting the Department's Commercial Division. The team also has strong statutory interpretation skills and provides quality advice regarding the powers of our Ministers and portfolio statutory authorities, on Parliament and external integrity and accountability bodies, and a range of other public and administrative law and governance issues.
About the role
This is an ongoing position to support DTF Legal as a dedicated Legal Practice Manager.
**In this role, you will**:
- Provide efficient coordination, organisation and administration of the Department's in-house legal practice, files and matters.
- Support the DTF Legal team in the effective use of DTF Legal specific matter and knowledge management systems, including to manage the relationships with external providers, train staff in their efficient operation and complete monthly reconciliations to ensure they are kept up to date.
- Prepare and manage the DTF Legal team's internal and Whole of Victorian Government reporting requirements, including sourcing, collating and analysing procurement and other legal matter data.
- Assist the DTF Legal team to manage the department's legal procurement processes, including with respect to invoicing/accounts, requests for legal services, purchase orders and financial systems.
- Undertake legal practice administration tasks such as developing and updating guides and process manuals, leading on-boarding of new staff and supporting the team with the delivery of a range of legal practice improvement projects.
- Assist the General Counsel and DTF Legal team with a range of administrative support functions, including diary management, preparation of agendas, minutes, reports, briefs and correspondence, and other matters as directed by the General Counsel.
- Develop, coordinate and implement business processes and administrative support systems and procedures appropriate to the effective running of the DTF Legal team, ensuring reduced interruptions to workflow and enhanced continuity of service from the team.
- Coordinate the triage of matters and administration associated with allocating work, including overseeing the orderly creation of new files in matter management and in document management systems.
About you
To be considered for the role, you must be able to demonstrate:
- Organisation - strong organisational and business management skills, including the ability to manage and prioritise tasks and work effectively under pressure to meet deadlines.
- Interpersonal skills - the ability to build and maintain relationships with DTF Legal team members and other stakeholders with a focus on supporting the team to deliver excellent service to the department.
- Accountability - the ability to take ownership of assigned tasks, plan for and respond to changing circumstances and work autonomously where required to deliver results or resolve issues.
- Communication skills - the ability to communicate ideas clearly, concisely and with a logical structure, demonstrating a strong attention to detail.
- Teamwork - the ability to work constructively and effectively in a team environment to achieve goals, outputs and agreed deliverables.
