**About Us**:
The Department of Justice and Community Safety (DJCS) Police Policy and Strategy (PPS) business unit is responsible for coordinating, developing, implementing and reviewing police-related policy, legislation and programs in accordance with the Government's priorities. PPS also acts as a connector across the justice system and government more broadly, working closely with other DJCS business units, other departments, and Victoria Police, to provide strategic and technical advice on initiatives and reforms that relate to the police portfolio.
PPS provides high-quality, independent and strategic policy, legal and financial advice to the Minister, the Secretary, the Deputy Secretary, Police, Racing, Victims & Coordination, and the Executive Director, Police and Community Safety around these matters. It also manages key parts of the Minister's legislative program relating to the powers and governance of Victoria Police and regulatory responsibilities within the police portfolio.
Within PPS, the Police Portfolio Support and Coordination team provides independent, objective policy advice to the Minister for Police and departmental executives on a range of issues impacting on police, including government commitments concerning workforce and infrastructure, crime statistics, the Secretary and Minister's annual appearance before the Parliamentary Accounts and Estimates Committee, ministerial events and parliamentary matters. The team also responds to the majority of correspondence addressed to the Minister or Executives in relation to policing matters. The Manager is required to manage the team in a dynamic environment that has competing demands and with well-defined timeframes.
**About the Role**:
The role of the Manager includes leading a team of policy specialists working in a high volume, fast paced ever changing environment; overseeing a high volume of correspondence relating to key Victoria Police issues; managing the public-facing Camera Saves Lives enquiries inbox; coordinating Board and Statutory appointments; briefing on Quarterly Crime Statistics and progressing work related to the Minister for Police's role in parliament and parliamentary committees.
Some of your duties will include:
- Leading, developing and motivating the Police Portfolio and Support Coordination team, ensuring the team delivers expert, knowledgeable, high quality and timely policy advice to the Minister for Police and Departmental Executives.
- Managing the delivery of the team's work program including establishing and managing ongoing mechanisms to ensure timely and high-quality delivery of correspondence, advice and projects.
- Developing and managing positive relationships with key senior stakeholders including senior executives across the public service.
- Conducting research and environment scanning to identify and monitor emerging issues and performance in policing, crime prevention and public safety in Victoria and other jurisdictions, including the monitoring of crime data and trends.
- Driving the quality assurance of the team's work to ensure correspondence, briefings, Parliamentary matters and other documentation reach agreed performance standards and deadlines.
Strong organisational, critical thinking and interpersonal skills, and a commitment to collaboration, are essentials in the delivery of the position's purpose.
**About You**:
- Demonstrate strong conceptual and analytical skills with a proven ability to develop strategic policy frameworks, create actionable plans and implement new initiatives or processes that effectively address strategic issues and operational needs.
- Prepare and coordinate timely, concise, accurate briefings and correspondence.
- Manage high volumes of work, ensuring that they meet strict quality standards and deadlines.
- Provide high-quality and timely strategic advice to support decision-making.
- Drive a shared vision to achieve objectives and set a clear strategic direction that gains commitment from staff.
- Establish and maintain effective work teams, encouraging staff to take responsibility while supporting their career aspirations.
- Deliver strong management support and advice; and
- Contribute to and build a strong team and business unit culture.
Additionally, extensive knowledge and experience in the development and implementation of policy related to policing and the justice system would be well regarded.
