The Land Access Manager has responsibility for providing specialist technical support and advice to key internal and external stakeholders on land access and statutory approvals requirements during the design, construction and operations phases of the Project. The Land Access Manager will undertake negotiations for land access on the part of Sunwater and be responsible for progressing such matters and ensuring Sunwater compliance to commitments.

**TECHNICAL SKILLS & EXPERIENCE**
- Providing advice in relation to a wide range of property management matters for a state-wide regional property portfolio, including land and tenure acquisition, disposal, leasing / licensing, easements, native title, property law, planning and development, property valuations and land resumptions
- Providing advice regarding relevant property related legislation, compliance and governmental policy associated with State land
- Negotiating complex property management and land tenure issues with state and local government departments, private organisations, community groups and other stakeholders. This will involve regional travel and ‘on-the -ground’ consultation and negotiation with landowners.
- Working in accordance with Sunwater’s approach to land acquisition and management and statutory approval processes and in consultation with responsible Sunwater teams
- Provide advice to the Project team and its Delivery Partners to enable a clear understanding of statutory approval requirements, assist in obtaining permits and resolving escalated issues/objections as appropriate
- Provide specialist technical support and advice to key internal and external stakeholders on land access and statutory approvals requirements during the design, construction and operations phases of the Project, and engage with approval bodies as required
- Ensure the project is fully compliant with Federal, State and Local Government legislative requirements. Required land access and statutory approvals need to be in place to ensure the project complies with legislative requirements and has tenure
- Minimise Delivery Partner risk in ensuring that relevant Commonwealth, State/Territory and Local Government legislative and statutory approval requirements are met and adhered to throughout the Project.
- Review and provide feedback on Delivery Partner’s draft design, construction and Practical Completion as they relate to the land access and statutory approvals, and/or lead land access and statutory approval related stakeholder meetings with approval authorities and relevant external stakeholder groups
- Engage with key state/local statutory approval authorities and departments as part of regional approval authority engagement program. Including any engagement with external stakeholders, such as, local Councils, State Government, local land owners and public interest groups
- Undertake Audits and report on areas of non-compliance
- Demonstrated experience in Landowner/Land Access engagement in the infrastructure sector
- Practical experience in property management for a large-scale diversified property portfolio in a utility infrastructure environment.
- Demonstrated experience with Legal documents relating to property transactions.
- Demonstrated experience in Land Access & Statutory Approval matters.
- Experience in property portfolio management, including the negotiation of a wide range of land transactions including disposals, acquisitions, leasing/licensing, easements, state land tenure, resumptions and other land dealings.
- Knowledge of the legislative framework within a Queensland Government Owned Corporation business environment for property and land management, land titling systems and land tenure.
- Ability to connect, collaborate and negotiate with stakeholders
- Demonstrated understanding of rural business operations.
- Experience in digital literacy including the Microsoft Office suite, with the ability to maintain accurate records
- Demonstrated experience in planning and project management skills and proven ability in the use of project management databases or systems and property information management systems.
- Demonstrated experience in research, problem solving, analytical and interpersonal skills, with the ability to provide advice and compile written reports.
- Demonstrated experience in working collaboratively with project teams and delivery partners to enable a clear understanding of legislative and statutory approval requirements and assist/undertake where appropriate.

**QUALIFICATIONS**

Mandatory:

- Bachelor’s Degree in Environmental Science, Law or equivalent
- Minimum of 7 years’ Land Access experience in the construction of Major Civil Engineering Projects
- Class ‘C’ drivers licence

Demonstrated experience in:

- Minimum of 7 years’ year project management experience within bulk water infrastructure or a rel
