Salary Range: $118,220 - $129,820 + Attractive Superannuation
The successful applicants will work within Benefits Policy Branch to deliver high quality and timely policy advice to the Minister for Veterans' Affairs and Defence Personnel, Commissioners, Senior Executives and service delivery teams primarily on policy issues related to the work of the branch. They will lead the development, design and implementation of new policy proposals and measures announced by Government, working across DVA and with partner agencies to ensure policy intent is delivered.
Assistant Directors in Benefits Policy work to challenge pre-existing policies to improve the services available to veterans and their families. These roles are instrumental in driving innovation, strategic thinking and positive change across DVA.
Successful applicants will be passionate about improving services for veterans and their families, and will need to have strong oral and written communication skills, the ability to support productive working relationships, and build and maintain effective relationships with internal and external stakeholders. Successful applicants will need to work as a team player delivering to short timeframes, during peak periods.
Broadly, applicants should have the skills and abilities required to:
- lead a team, including supporting development, managing performance and contributing to the management of the section and the branch
- provide high-quality written and verbal policy advice to the Government, Minister and Executive in relation to veterans and veteran family issues, and drafting associated documents, including ministerial and executive submissions and correspondence
- interpret and draft policy relevant to DVA and develop new policy proposals, including policy costings
- analyse and provide technical advice, including using health, social and economic data
- work collaboratively with internal and external stakeholders
- demonstrate strong organisational skills, including the ability to effectively prioritise to meet deadlines, manage competing tasks and demonstrated initiative and problem solving skills
- effectively manage projects, including planning and scheduling
- lead an environment that encourages a willingness to adopt participative workplace practices in line with policies of WHS, Workplace diversity and the Australian Public Service Values, Employment Principles and Code of conduct.
To be successful, an understanding of, and experience with, interpreting legislation is required. Additionally, Assistant Directors may need to contribute to the work undertaken by the other areas of the department as needs arise.
Strong leadership, written and verbal communication skills and proven stakeholder management experience is required. Previous policy experience is highly desirable. You will need to be curious, flexible, and able to thrive in a rapidly changing environment.
**Duties**
- guide the effective delivery of DVA programs through the provision of appropriate policy advice relating to veterans and their families.
- provide accurate, timely advice to delegates of the Commissions, the Minister for Veterans' Affairs and Defence Personnel and other stakeholders on a range of Benefits Policy issues, including liability, service eligibility, compensation and income support entitlements, and support for families.
- produce a range of high-level artefacts, including internal and external communication documents, Ministerial correspondence and briefing materials for a range of audiences.
- lead strategic planning and project management relating to Benefits Policy activities.
- support DVA’s response to the Royal Commission into Defence and Veteran Suicide.
- work closely across the department to deliver on the DVA legislative reform agenda.
- gather and analyse data and research to formulate and review technical advice in specific areas of policy.
- build collaborative relationships with internal and external stakeholders to seek feedback on, or contributions to, policy development projects.
- plan and implement new Government policies, such as Budget measures, including creating and updating costing and financial models in support of New Policy Proposals
- provide briefing support to the Secretary, Senior Executive and Commissioners on relevant issues.
**Eligibility**
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
- All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
