**Who we are**
The Office of the Capacity Investment Scheme in the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is responsible for delivering on the Australian Government’s commitment to deliver more reliable, affordable and low-emissions energy for all Australians, through the national Capacity Investment Scheme (CIS).
Australia’s electricity system is going through unprecedented change, with the transition to net zero by 2050 requiring new ways of managing systems and markets. This is an exciting opportunity to make a difference by working on the CIS which provides a national framework to encourage new investment in renewable capacity, such as wind and solar, as well as clean dispatchable capacity, such as battery storage.
The CIS involves the Australian Government seeking competitive tender bids for renewable capacity and clean dispatchable capacity projects to:
- Deliver an additional 32 GW of capacity by 2030.
- Fill expected reliability gaps as ageing coal power stations exit.
- Deliver the Australian Government’s 82% renewable electricity by 2030 target.
The Australian Government will provide revenue underwriting for successful CIS tender projects, with an agreed revenue ‘floor’ and ‘ceiling’. This will provide a long-term revenue safety-net that decreases financial risks for investors and encourages more investment when and where it is needed. The CIS will work alongside the National Energy Transformation Partnership to coordinate action by the Commonwealth, states and territories.
The Office of the Capacity Investment Scheme is scaling up rapidly, and looking for collaborative and imaginative staff to fill multiple EL1 positions across two branches (Delivery and Governance Branch and the Policy & Engagement Branch) and multiple sections:
- Governance Section
- Tender Delivery Section
- Commercial and Design Section
- CIS Policy Section
- Engagement and Consultation Section
- Economic Analysis and Modelling Section
- Project Management Office
The Governance Section is responsible for:
- Designing robust risk, governance and decision-making processes for the CIS and liaising with and managing delivery partners.
- Leading on briefing Minister’s Office and senior executives on tender delivery and governance matters.
- Government stakeholder engagement, including with the Commonwealth central agencies on governance and policy design.
- Development and passage of CIS legislative requirements with the support of Commonwealth lawyers.
- Management of probity issues associated with the CIS.
- Managing public communications on the CIS, including contributing to Budget documents.
- Oversight, management and secretariat support for the CIS Project Board.
The Tender Delivery Section is responsible for:
- Day-to-day program management of on-foot tenders in collaboration with the external delivery partner.
- Ensuring the probity and governance of on-foot tenders in consultation with delivery partners and probity and legal advisers.
- Design and delivery of contract management processes and systems.
- Oversight and ongoing project management of CIS contracts in conjunction with tender delivery partners.
- Briefing to the Minister and senior executives on tenders as required.
The Commercial and Design Section is responsible for:
- Working with commercial and legal advisers to design revenue underwriting agreements.
- CIS tender design - ensuring the tenders and contracts attract quality projects that meet the objectives of the CIS.
- Working with commercial, legal and market advisers and stakeholders to ensure the CIS tenders meet market expectations while achieving value for money.
- Industry and stakeholder engagement on CIS tenders, including development of market briefings and delivering webinars.
- Reflecting lessons learnt from tenders into subsequent tenders.
The CIS Policy Section is responsible for:
- Leading on strategic policy for the CIS including drafting Cabinet Submissions, Ministerial briefing and other policy documents.
- Working with other policy areas to integrate the development of the scheme with broader energy policy initiatives, including Renewable Energy Transformation Agreements.
- Seeking input from government stakeholder engagement, including with Commonwealth central agencies on policy design.
- Contributing with input to public communications on the CIS, including Budget documents.
- Preparing briefing materials for senior executives including Senate Estimates.
- Provide analysis and advice on policy development for the CIS.
The Engagement and Consultation Section is responsible for:
- Developing and implementing engagement strategies to ensure effective communication with stakeholders.
