The Australian Bureau of Statistics (ABS) is seeking to recruit an Assistant Director for our Finance Business Partners team. This is an ongoing, permanent role (either full-time or part-time) at the Executive Level 1 classification level.
The position is located in Belconnen (ACT), although flexible working arrangements (including a hybrid model of working from home and the office) apply.
**About the role**
As an Assistant Director in our Finance Business Partners team your responsibilities will include:
- accountable for delivery of reports to the ABS’ business units and Executive, working closely with the Finance and Procurement Branch team to reflect insights on performance against operating and capital budgets, and to provide value-add commentary
- lead meetings with key Senior Executive Service stakeholders to support their understanding of financial reports and advice, including preparing and delivering any supplementary reports or advice to strengthen their decision-making
- assist the Internal Budgeting and Reporting leadership team in the management of opportunities and challenges, including development of scenarios and financial planning to respond to organisational priorities and strategies and support for investment decision-making
- ensure delivery of divisional forecasting, modelling and analysis including working with internal stakeholders in its development and delivery and communicating actions and risks to key stakeholders
- assist the Director, Finance Business Partners with the provision of financial advice and analysis, including analysis of new investments, proposals and business cases, analysis of major project feasibility and preparation of required documentation
- accurately undertake, supervise and complete work while prioritising and adding value to achieve high-level service delivery and finance performance
- help achieve team KPIs through effective financial planning, effective operational accounting and through effective service and support to the Finance and Procurement Branch
- actively assist junior staff through development of the Finance Business Partners team to build their skills and technical knowledge
- develop and implement continuous improvement within the Finance and Procurement Branch, including the introduction of endorsed business improvement initiatives
- communicate openly, effectively and respectfully with all staff, clients and suppliers in the interests of good business practice, collaboration and enhancement of the ABS’ reputation
- work collaboratively as part of a multi-disciplinary and geographically dispersed team to carry out tasks in support of the ABS’ organisational objectives
- act at all times in accordance with the APS Values and adhere to the APS Code of Conduct.
**About the business area**
The Finance and Procurement Branch works with a broad range of stakeholders both within and outside of the ABS and is going through a period of renewal, moving to a more client centric, transparent and value add service model to support the ABS meet its enterprise strategy through:
- actively managing the external budget and engagement with external agencies on finance matters
- management reporting, internal budgeting and forecasting to support and inform decision making both in year and for future years
- providing solution-based advice and improved financial insights
- establishing and maintaining appropriate financial and procurement frameworks and controls
- managing the Financial Management Information System
external Financial Reporting, Accounts Payable and Receivable, Credit Cards and Travel
- procurement and contract management.
The Finance Business Partners Team is critical to supporting the financial operations of the ABS and the Chief Financial Officer through the renewal process and supporting the delivery of the ABS’ Enterprise Strategy.
**What we are looking for (selection criteria)**
To be suitable you should have most or all of the following skills, qualities and experience:
- demonstrated experience and capability in financial management
- building and maintaining relationships with a network of internal and external stakeholders at all levels
- demonstrated ability to manage competing priorities and produce high quality outcomes in a fast-paced environment
- strong results orientation and ability to add value through improving processes and systems
- an ability to work effectively in a diverse team environment to achieve high quality shared outcomes
- demonstrated people management skills to deliver outcomes through a team
- be CPA/CA qualified, or working towards attainment, or have demonstrated experience in government financial management
- proficiency in the use of Excel and TechnologyOne (or other Financial Management Information Systems) is essential.
