The Manager - Capital Investment is a critical role responsible for providing expert investment advice to the Director, Developments to guide the development of capital projects from planning through to business case.

**Accountabilities**:

- Reporting to the Director Development, manage the capital investment pipeline and annual business case program for VHBA, providing expert commercial advice to project managers / officers through each stage of the capital development lifecycle from project initiation to full business case to support informed investment decisions of Government.
- Lead the engagement and management of VHBA's commercial advisors to support the development of robust business cases, compliant with Government requirements and well developed for handover to delivery.
- Prepare timely and expert advice investment and commercial advice to Director Developments, Cabinet, ministerial, executive and advisory boards and steering committees to support effective decision making by senior leaders.
- Develop and manage investment and assurance frameworks for reporting routines and data analysis to support decision making across priority outcomes. Maintain effective and transparent reporting routines.
- Work effectively within a complex multi-disciplinary environment to ensure solutions are fully integrated with other disciplines across Department of Health and VHBA, particularly within the Delivery and Technical Advisory Services teams, ensuring alignment on design, cost and constructability.
- Represent the department on key government and non-government committees and bodies concerned with achieving government and departmental objectives.
- Provide timely expert advice and develop open and effective communication strategies including collection of highly complex, contentious or commercially sensitive information.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
