The Energy Security, Crisis Response & GEMS Branch is responsible for a range of energy policy and assessment functions to understand, manage and where appropriate, respond to the domestic and international risks that may impact Australia’s energy security or impede climate action. The branch also leads on the Commonwealth’s response to energy supply emergencies.

Through the Greenhouse and Energy Minimum Standards (GEMS) Act 2012 and the Building Energy Efficiency Disclosure Act 2010 (BEED Act) maintain, promote, and develop the adoption of products and commercial buildings that use less energy and reduce greenhouse gas emissions. Products like fridges, like fridges, dishwashers, TVs, are required to meet minimum energy efficiency standards and energy rating labelling requirements, and office buildings must disclose the building’s energy efficiency before the building goes on the market for sale, lease, or sublease.

The Energy Efficiency Compliance and Enforcement Section is committed to working with regulated entities to help them understand and comply with their obligations under the GEMS and BEED Acts. Our compliance approach focuses on engaging and educating regulated entities to maximise voluntary compliance, whilst implementing strategies and responses to identify, and then deter, non-compliance. The section is responsible for delivering the GEMS and CBD Compliance Monitoring Programs through a range of monitoring activities and responding to serious non-compliance by regulated entities who deliberately fail to comply.

**The Job**
- Lead and manage the Energy Efficiency Compliance and Enforcement team.
- Engaging with, responding to, and educating, the regulated communities regarding the compliance requirements of the Greenhouse and Energy Minimum Standards (GEMS) and Building Energy Efficiency Disclosure (BEED) legislation.
- Authoritatively respond to enquiries from the regulated communities, external service providers, and departmental staff regarding GEMS and BEED compliance issues.
- Positively and proactively contribute to the development of compliance monitoring activities to detect suspected contraventions of the GEMS and BEED legislation.
- Manage the receipt, assessment, and investigation of suspected non-compliance resulting from GEMS and BEED compliance monitoring activities and allegations received from internal and external sources.
- Monitor, assess, investigate, and enforce compliance with the GEMS and BEED acts in accordance with the legislation and all relevant internal and external standards, policies, and procedures.
- Manage multiple, and at times complex, civil, or criminal investigations.
- Lead and manage proactive and professional collaborative relationships with a diverse cohort of technical experts, compliance practitioners, and departmental officers to produce high quality Compliance Response Briefs to enable decision makers to support enforcement recommendations.
- Ensure all enforcement responses are managed to an acceptable conclusion.
- Capture emerging policy matters identified through compliance monitoring and enforcement activities and work collaboratively with policy teams to develop compliance related solutions where required.
- Communicate, as appropriate, the outcomes of compliance monitoring and enforcement activities.

The position would also support building the Section’s intelligence capability to inform operational and strategic decisions.

- The physical requirements of the role(s) involve a combination of outdoor and office-based work.
- The position may require interstate travel to participate in compliance and enforcement activities.
- You will be required to complete specific training (including refresher training) related to the role including remote area training, defensive driving, first aid and CPR courses.
- You may be required to wear an official uniform supplied by the department, including during field operations (as applicable), in accordance with the department’s uniform policy.
