**Key Responsibilities**:

- Develop a forward program of work to drive and embed the culture change and performance expectations of the business.
- Identify, influence, program, and coordinate resources outside the projects and across other areas to support the achievement of project and business outcomes.
- Develop, actively operate, and maintain effective networks and relationships with internal and external stakeholders, including other government agencies (federal, state, and local), vendors, and the general public.
- Prepare organizational data and business insights that will support leaders to make informed decisions, optimize workforce performance, and foster a positive work environment.
- Support and coach senior leaders to enable teams to identify business improvement opportunities and drive change initiatives effectively.

**Requirements**:

- Bachelor's degree in Engineering, Business Administration, or related field; Master's degree preferred.
- Proven experience in program management, leading organizational change, and business transformation initiatives.
- Strong leadership skills with the ability to lead and motivate a multi-disciplinary team in a fast-paced environment.
- Excellent communication and interpersonal skills, with the ability to build and maintain relationships with internal and external stakeholders.
- Strategic thinker with the ability to develop and implement forward-thinking strategies to achieve organizational goals.
- Proficiency in project management tools and Microsoft Office suite.
