**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | WHS Business Partner - Return to Work
**Primary Objective**
Assist the Manager, Workplace Health and Safety to develop, implement, and monitor the continuous improvement of
workplace health and safety management systems and practices at the NHVR.
**Key Responsibilities/Accountabilities**
- Provide advice and recommendations on workplace health and safety (WHS) matters.
- Assist the Manager, WHS to develop, implement and promote WHS policies, systems and improvement
initiatives across the NHVR.
- Facilitate the continuous improvement of the NHVR’s WHS management system.
in the development and delivery of safety communication and education to employees and leaders.
- Proactively engage with leaders and employees in changing safety mindsets, habits and behaviours to improve
NHVR culture.
- Undertake return to work case management for work related and non-work related injury or illness
management including education for leaders and ensuring appropriate return to work/suitable duties occur
- Create systems and processes including job dictionaries and pre-employment medicals to assist in appropriate
fitness for work
- Conduct and/or guide risk assessments and the development and maintenance of appropriate risk registers for
business units.
- Undertake research and consultation in order to develop fit for purpose risk treatment strategies and controls.
- Plan and coordinate WHS assurance activities including audits and investigations, schedules and programs,
across NHVR business units and operations.
- Assist in the development and delivery of safety communication and education to employees and business
units.
- Develop high level documentation including reports, briefing notes, WHS policies and work procedures.
- Engage proactively with stakeholders across the NHVR to understand and address strategic and operational
WHS challenges.
- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
- Conduct or facilitate safety incident investigations to a high level using root cause methodology (ICAM).
**Skills and Capabilities**
- High level understanding of WHS management systems and risk management principles in a safety critical
practices.
- High level analytical and conceptual skills including problem solving with extensive experience and skills in
identifying risk and the development of strategies etc. to mitigate risks.
- Experience in coordinating end-to-end case management of risk assessments, investigations and return to
work/injury management within a white and blue collar environment.
