Oberon Council is seeking a suitably qualified Technical Services Manager professional with a proven track record in a Local Government context, someone skilled in leadership and providing high quality customer focused works and services leading the Engineers, Overseer, Maintenance Foreman and Works Depot teams that are efficient and innovative and responsive to community needs.

You will be committed to providing strategic guidance and advice, and develop policies and management strategies for the following Engineering Services Works areas
- Parks and Gardens
- Construction
- Road Maintenance and Construction
- Building Maintenance
- Drainage and Associated Structures and Equipment
- Council Depot

As a member of the Technical Services Department provide management of the Works Section to attain operational and strategic objectives within the framework of a prescribed capital and operational budget. This hands-on role requires the Technical Services Manager to have tertiary qualifications in Civil Engineering preferably at postgraduate level and a sound practical understanding of budgets, strategic planning and analytical skills, with ability to effectively lead an agenda of cultural change.

The Technical Services Manager works closely and cooperatively with the General Manager and Technical Services Director as well as all other Council employees to plan, deliver, monitor and review a broad range of capital project activities and maintenance services delivered by Council. The Technical Services Manager encourages, inspires and leads innovation and creativity in the Technical Services and Depot Works areas of Council.

To be successful in this role, you will have the following Essential Key Selection Criteria skills set.
- Tertiary qualifications in a Civil Engineering preferably at Postgraduate level and equivalent five (5) years work experience
- Ability to provide strategic guidance and advice and development of policies and management strategies in the provision of engineering/infrastructure services, for the delivery of civil works, projects, preferably gained within a local government environment.
- Highly developed knowledge of maintenance and construction principles, practices and industry standards relating to municipal works.
- Ability to prepare annual works programs and identify appropriate resource levels.
- Ability to develop financial cost estimates for major maintenance works including associated tender preparation.
- Attend out of hour’s meetings, from time to time, as directed, such a Council meetings, Committee meetings and ability to prepare agendas and run committee meetings.
- Ability to lead, manage and develop a large group of specialist staff.
- Sound budgetary and financial management skills.
- Project Management skills
- Provide advice on Development Assessment to Council’s Planning Department regarding the technical engineering aspects of infrastructure development, conditioning and assessment
- Proven knowledge of applicable Acts, Regulations, environmental, quality management, continuous improvement systems and programs.
- Current class C drivers licence.
- Construction Induction White Card.
- Working knowledge of roles and responsibilities under Workplace Heath and Safety legislation

Desirable Key Selection Criteria
- Traffic Controller, Implement Traffic Control Plans and Prepare Work Zone Traffic Management Plan certificate (or ability to readily acquire prior to commencement).
- Membership of or eligibility for membership with the Institute of Engineers Australia.
