**The Role**
Naval Construction Branch (NCB) are seeking a dynamic and skilled individual for the role of APS 6 Workforce Planning Officer to become a valuable addition to the team. This is a unique opportunity to make a meaningful impact supporting the implementation and delivery of continuous naval shipbuilding on behalf of the Navy. In this role, you will undertake workforce development activities including recruitment and training for NCB and Continuous Naval Shipbuilding & Sustainment Branch (CNSS) across Australia. The NCB Workforce team is a shared service across NCB and CNSS, with team members in Henderson WA, Osborne SA, and Brindabella Park, ACT.
The Workforce Planning Officer will contribute to the NCB Mission through their strong focus on knowledge and capability development. The key responsibilities are:
- Assist with the design, implementation, and communication of NCB & CNSS Workforce Plans and Instructions, including developing a workforce model that optimises the balance between various labour sources including APS, ADF and Contractors across operational locations;
- Manage and plan resourcing/recruitment (APS staff, ADF reserves and contractors) activities to meet specific strategic goals;
- Manage the external service provider/major service provider contracts;
- Develop and implement succession and retention plans for the NCB Workforce;
- Support and provide advice to staff in relation to workforce matters including policy research and working with HR Services;
- Assist with strategic planning activities particularly in relation to the cultural development of staff in conjunction with agreed values and behaviours;
- Manage the HR audit and reporting program including the monthly performance report and analysing and distributing survey results;
- Administration to support the achievement of the management focused services.
- Assist with learning and development initiatives for NCB & CNSS.

The Waterfront and Continuous Naval Shipbuilding and Sustainment (W&CNSS) Division is responsible for coordinating the uplift of the sovereign industrial base and management of Defence’s presence in principal shipyards. The W&CNSS Division is comprised of:
**Naval Construction Branch**:Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to work and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct. We are headquartered in Osborne, SA and have a detachment in Henderson, WA and a smaller presence in Port Macquarie, NSW. NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing the construction to ensure quality and standards are met, storing lessons learnt and developing standard shipbuilding procedures for construction. NCB will oversee the construction of many different Navy vessels including Offshore Patrol Vessels, Hunter Class Frigates, Young Endeavour, Evolved Cape Class and Pacific Patrol Boats.
**Continuous Naval Shipbuilding & Sustainment**: Continuous Naval Shipbuilding & Sustainment (CNSS) is a key feature of Australia’s National Defence approach, supporting the development of a sovereign maritime Defence industrial base that can reliably manufacture, sustain and upgrade naval capability domestically. The CNSS Branch coordinates the development of the CNSS Key Enablers (industry, workforce, infrastructure, security and innovation) and administratively supports the Department Secretary for Naval Shipbuilding Sustainment Group in their role as the Capability Manager for CNSS.
