**About the role**:
The Principal Program Adviser reports to the Manager, AOD Performance and Commissioning. The role provides high-level coordination, advice and program/project management within the AOD Performance and Commissioning team, with a focus on the Kickstart program and forensic alcohol and other drug (AOD) programs. This role supports strategic management of the portfolio, focusing on the Kickstart program and forensic AOD programs to ensure we deliver our core business and are responsive to policy and program priorities.

Working closely with the Manager, the AOD Policy and Programs Unit, and broader division, this role enables high quality responses to system and government priorities. In this role you will be required to work effectively and efficiently in a complex and demanding environment, exercise sound judgement, build positive relationships with key people, and operate with a high level of professionalism, initiative and collaboration.

**About you**:
We are looking for someone who can:

- Provide high quality business intelligence, authoritative advice and sound policy recommendations to senior management and government based on comprehensive research.
- Oversee the development of policy and initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters.
- Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet and agency submissions on complex issues.
- Provide strategic leadership to the management and delivery of divisional submissions, briefings and responses to corporate and government requirements, including business planning, performance monitoring and reporting, risk management and finance and resource management in line with departmental and divisional priorities.
- Provide senior advisory and executive support on strategic policy and operational issues, enabling executive to prioritise and progress urgent matters.

Qualifications / Specialist Expertise:

- A tertiary qualification in fields related to public policy, health administration or business management is highly desirable.
- An understanding of the Victorian health system, including knowledge of current health policy, funding and operational environment.
