The Department of Justice and Community Safety is seeking a Principal Review Officer to provide a critical role within Corrections and Justice Services.

About the Business Unit
Justice Health is the business unit of the Department of Justice and Community Safety (DJCS) responsible for health, mental health and alcohol and other drug (AOD) services in Victoria's prisons and Youth Justice centres. Justice Health sets the standards for the delivery of these services, monitors service delivery, and manages contracts with service providers across public prisons and Youth Justice facilities.
Justice Health works in collaboration with the other DJCS areas such as Corrections Victoria and Youth Justice, as well as the Department of Health to fulfil these functions. This collaboration helps to ensure that people in custody are effectively transitioned back to the community from prison.
About the Role
The Principal Review Officer works closely alongside the Justice Assurance and Review Office (JARO). JARO is a business unit in the Integrity, Legal and Law Reform (ILLR) group which operates as an internal review and assurance function to advise the Secretary, DJCS on the performance of the youth justice and corrections systems. JARO exists separately and independently from the department's Youth Justice group and Corrections Victoria, and acts as an additional line of defence against emerging and enduring risk within each system.
As an experienced manager you be required to lead, empower and build capability in high performing teams. You will be accountable for leadership, coordination and management of a team responsible for undertaking reviews into the health care provided to prisoners who pass in custody, conduct incident reviews, undertake complex analyses identifying emerging risks, assessing thematic issues and monitoring trends, and work collaboratively with health service providers and JARO to identify opportunities for continuous improvement.
Reporting to the Director, Health Services and Clinical Governance, the Principal Review Officer will:

- Provide direction and management in assessments and lead complex review activities, including but not limited to review of health care delivery, policies and procedures and interviews of health staff in relation to deaths in custody, reviews of major incidents in the youth justice and corrections systems, and thematic reviews.
- Prepare and present high-quality reports, briefings and correspondence on the findings of assessments, complex death, incident and thematic reviews.
- Facilitate, coordinate and analyse complex data and information to identify emerging issues and trends, and provide innovative and proactive recommendations to influence and contribute to improvements in the youth justice and corrections systems utilising a risk-based approach.

About you

**To be successful in this role, you will have**:

- Demonstrated leadership and management experience in health, mental health, and/or AOD systems
- Demonstrated understanding and awareness of the key issues impacting health, mental health, and/or AOD services to vulnerable cohorts
- Demonstrated high level written and verbal communication skills in analytical report writing and briefing
- Demonstrated ability and experience in the monitoring of health service provision.
- Demonstrated ability to provide expert clinical advice within a challenging and complex health environment
- Knowledge of the Victorian health, mental health and/or AOD systems and the interface with other relevant service systems is highly desired
- Experience working in the criminal justice system is desirable - youth justice and/or corrections.

**Qualifications**:

- A relevant qualification in health or social sciences is essential
- Current registration with APRHA or similar is desirable.
- Postgraduate health qualifications are desirable.
- Postgraduate management qualifications are desirable.
