About the Business Unit
EM Technology and Data is responsible for both national and state technology platforms that enable communications to and from the community, sector operational communications and sector information systems. The EM Technology business unit is responsible for delivering the following the key functions of:

- Strategy & Enterprise Architecture
- Investment Planning
- Support & Development
- Procurement & Program Delivery
- Vendor & Contract Management

About the Role
The Contract Specialist will work closely with the Head of EM ICN Commercial and Budget and other key stakeholders within the EM Technology and Data group to assist in the development, management and oversight of contracts.
**Your duties include**:

- Development and implementation of enterprise ICT managed service contracts.
- Improvement of contract effectiveness including contract consolidation, remediation and efficiency of vendor operation.
- Providing recommendations on and implementation of mechanisms and contractual instruments to deliver value for money.
- Report on vendor performance for all ICN Technology and Data contracts; monitoring performance and taking corrective action where necessary.
- Develop and maintain strong, collaborative relationships with the vendors responsible for providing technology, data and telecommunications services to the Community and Emergency Services sector, ensuring alignment with EM's, and the sector's objectives and values in this area.

About you
To be successful in this role, you will have the following experience:

- Development and delivery of Enterprise ICT managed services including direct management of market engagement such as Request for Quotation or Request for Tender, contract administration and strategic contract consolidation and transition management.
- Effective delivery of market engagement approaches resulting in suitable instruments to managed technology services under various contract forms such as master services agreements or enterprise licence agreements with agility to implement change in service delivery from vendors through effective negotiation and contract variation or other contract instruments execution.
- Strong sense of business acumen with at least 5 years' experience in a vendor management role within technology services.
- Knowledge and experience in the management of enterprise performance-based ICT service contracts which will include management of multiple suppliers.
- Experience working with commercial management, technology engineering and support teams
- Ability to work collaboratively with various government and emergency service stakeholders, with excellent communication, decision making, problem solving and relation building skills.
- A relevant business qualification would be highly regarded (e.g. commerce, accounting, economics,) or an equivalent combination of education and strong business services experience are highly desirable for this position
