**Who we are**
Biosecurity Operations Division (BOD) delivers nationally-integrated biosecurity and export regulatory activities, with a focus on effectively managing biosecurity and export certification risks. The division is a key contributor to the development of biosecurity and export certification policies. The division spans a range of regulatory activities that plays a critical role in reducing risk and shaping our nation to become one of the few countries in the world to remain free from the world’s most severe pests and diseases.

The Border System and Planning Branch builds capacity within the division to assess, enable and support current and future business needs. The branch improves the capability of the division by delivering strengthened regulatory performance through the management of the divisions’ IT systems and ensuring that the division has appropriate resources, conducts corporate and governance arrangements and change assessments and management.

The Change and Communication team supports the division in assessing, planning and monitoring change including internal communications of changes to biosecurity officers.

**The Job**
The Change and Communication Manager will work as part of a team to assess and report on project and operational change impacting staff and processes delivered by BOD, develop and distribute communications to support communications within BOD and to develop and maintain divisional Operating Models, Business Process Maps (BPM) and change implementation plans for the division. The Change and Communication Manager will be responsible for:

- Engaging across the department and within BOD to identify operational and project changes.
- Conducting change impact assessments to assess the level of impact on operations (people, process, client) including the ability to model workload, resource, funding, and service level impacts and to determine the change support required.
- Conducting change implementation planning to support prioritisation and sequencing of changes in consideration of operational workload, workforce capacity and operating environment.
- Monitoring the progress of change support in readiness for change implementation, identifying any risks to implementation, performing business readiness assessments, and providing recommendations to divisional leads for decision.
- Undertaking business process mapping and analysis, utilising process maps to assess the impact of new projects or operational changes, developing new or updating existing process maps and operating models as required.
- Developing written and visual communications to support biosecurity officers in understanding changes including content for SharePoint site, questions and answers, change roadmaps and talking points.
- Developing change communications plans to assist with sequencing the communication of change to staff.
- Monitoring and maintaining SharePoint content, managing requests for access, and assisting divisional staff with content creation and editing.
- Assisting in the management of contracts and procurement for the team and the division.

**Skills and capabilities**
- Excellent communication skills including the ability to develop a range of communication products for BOD officers, executive levels, industry and clients.
- Sound judgement, with the ability to assess and provide considered advice on effective communication requirements.
- Excellent stakeholder engagement and negotiation skills, including the ability to work consultatively, build and sustain relationships with a wide network of stakeholders, and consult and share information to ensure others are kept informed of issues.
- Strong problem-solving and analytical skills, including the ability to investigate, research, interpret and evaluate information to make informed decisions and provide reasoned advice to executives and impacted stakeholders.
- Excellent organisational and time management skills, including the ability to achieve results across multiple priorities, monitor own performance and produce high quality work within agreed timeframes.

**Knowledge and experience**
- An understanding of the biosecurity operational environment is highly desirable but not essential.
- Understanding of and/or experience in change management, policies, processes and practices including assessment, planning and management practices.
- Understanding of and/or experience in communications, including the development of communication plans, content, and visual communications.
