The Director of National Parks (the Director) is responsible for six national parks, the Australian National Botanic Gardens, 58 Australian Marine Parks and the Heard Island and McDonald Islands Marine Reserve established under the Environment Protection and Biodiversity Conservation Act 1999. Parks Australia is the federal park agency that supports the Director, and they are a division of the Department of Climate Change, Energy, the Environment and Water (the Department). We work to showcase these natural and cultural wonders to the world, demonstrating to all why these places are so special, and inspiring communities to become more invested in their care and future.
Booderee National Park, with its coastal habitats is one of three national parks, leased by their Aboriginal owners to the Director of National Parks, and jointly managed by Traditional Owners and Parks Australia. In addition to ongoing management of the park’s natural and cultural heritage, this branch also looks after Parks Australia’s corporate services from the office in Canberra including, Finance, Human Resources, Information Technology, Legal and Customer Experience and Destination Planning. Beyond the spinifex sand plains of arid central Australia lies Uluru-Kata Tjuta National Park, one of three national parks leased by their Aboriginal owners to the Director of National Parks, and jointly managed by Traditional Owners and Parks Australia. Parks Australia assists with ongoing management of the park’s natural and cultural heritage. This branch also manages a rich and fascinating range of island ecosystems and habitats, including oceanic Pulu Keeling, Norfolk and Christmas Island National Parks.
The Booderee National Park Business Management Unit focuses on contract management, procurement, finance, and budgeting to ensure the Park operates efficiently and effectively.
**The Job**
The APS 6 Procurement and Contract Officer will support the Assistant Director - Business Manager in the management of Booderee National Park procurement and contract management by providing detailed and accurate advice on procurement policy, procurement processes and contract management. The Business Management Unit at Booderee National Park supports Wreck Bay Aboriginal Community, staff and stakeholders in working together to effectively manage Booderee National Park. The team supports other teams and builds relationships with key stakeholders, to undertake a range of administration and business management activities, such as finance, procurement and contract management. Duties will include:
- Providing accurate and timely support and advice to the Business Manager and BNP staff on procurement and contract matters, in accordance with the relevant legislation and policies.
- Drafting and/or reviewing procurement related documentation including spending proposals, request for quotes, contracts and deeds of variation.
- Assisting with procurement reporting obligations.
- Assisting to drive continuous business improvements in relation to procurement and asset management.
- Maintaining all records in the SAP/Aurion Finance system.
**What we are looking for**
**Knowledge and experience**
- Strong communication and a working knowledge of the Commonwealth Procurement Framework and ensure compliance with all legislative and Government practices and guidelines relating to procurement and assets.
- An awareness of issues affecting Aboriginal and Torres Strait Islander people and the ability to contribute sensitively and effectively to the joint management of the park as well as developing and supporting relationships based on mutual trust, respect and consideration of values and culture.
**Skills and capabilities**
- Self-driven and motivated, comfortable working as part of a team and with mínimal supervision.
- Demonstrated ability to manage procurement and asset management processes within the Commonwealth, including knowledge of the Commonwealth Procurement Rules and related policies.
- Well-developed skills in using procurement related systems, such as SAP / TechOne, AusTender and, or the ability to gain the skills.
- Previous experience in managing contracts with service providers.
**Desirable qualifications**
- Certificate IV in Procurement or progress towards this qualification.

**Citizenship** - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
