The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

**Overview of the Branch and Sections**:
The Communication and Engagement Branch in the Social Cohesion and Multicultural Affairs Policy Division supports Ministerial engagement with communities, including culturally and linguistically diverse communities; and coordinates the Department’s national engagement with communities. The Branch also designs and delivers strategic communications to promote Australia’s social cohesion, in support of priorities for Australia’s social cohesion into the future.

The Community Engagement (National Coordination and Reporting**)** Section coordinates Ministerial and Departmental engagement with communities throughout Australia. The section leads the national coordination of the Department’s Community Liaison Officers, providing strategic direction for their engagement with communities in their States and Territories.

The Social Cohesion Insights and Communication Section uses analytical insights and strategic communication tools and techniques to promote and protect social cohesion in Australia. Research and insights anchor the Australia Values program that support and enhance resilience within the community. The program builds awareness of the liberal democratic values that unite all Australians, by sharing stories of individuals and communities that contribute to Australia's diversity, inclusive national identity and belonging.

**About the roles**:
EL1s in the Section may lead a small team of APS staff to:

- arrange ministerial meetings and roundtables with community leaders and organisations, including coordinating meeting briefs, talking points, minutes
- partner with Regional Directors to ensure nationally consistent, regionally specific, State and Territory Community Engagement Plans
- write weekly reports on issues affecting social cohesion, and disseminate to whole of Government stakeholders
- conduct research and analysis in relation to issues affecting social cohesion
- develop and maintain a catalogue of community snapshots
- draft ministerial correspondence and messages
- manage a calendar of significant cultural and religious events
- assist in coordinating the Community Liaison Officer network.

**Key Duties**:
The key duties of the role include leading a team to:

- manage ministerial engagements with community leaders
- coordinate national Harmony Week events
- write ministerial meeting and event briefs, ministerial correspondence and ministerial messages for significant cultural and religious events
- contribute to coordinating the Community Liaison Officer network
- establish productive working relationships with a range of policy, program, community engagement, communications, legal, financial and other colleagues within the Department and across the whole of Government
- conduct research and analysis on issues affecting social cohesion
- Assist with procurement and contract management and funding agreements with service providers in accordance with procurement, grant, financial and legal guidelines
- Provide leadership and training to the junior members of the team, manage priorities for the team and ensure delivery of projects.
