The Parliamentary Budget Officer is an independent officer of the Parliament of Victoria established by the Parliamentary Budget Officer Act 2017 (the Act). The Parliamentary Budget Office is staffed with highly competent professionals with expertise across fiscal, economic and financial disciplines as well as policy and public sector experience.
We provide policy costing and advisory services at the request of members of parliament. Around general elections, we engage with parliamentary leaders of political parties to prepare election policy costings, pre-election reports and post-election reports.
In this role you will help us to contribute to policy development and debate in the Victorian community.

Full time and part time arrangements will be considered.
This is a fixed term position with an initial contract period of 12 months.
The role
The Corporate Services Manager will deliver corporate financial analysis and reporting, lead work on internal systems, and co-ordinate corporate management. This will include:

- working with our external finance and payroll service provider to execute payroll and expense functions, providing end of month and end of financial year analysis, and delivering on financial and performance reporting requirements.
- leading work on internal systems and processes in consultation with the PBO executive and external service providers, including productivity enhancing projects to improve the IT environment, records management and client interactions.
- administratively co-ordinating corporate governance, including planning, human resources and recruitment, OHS standards and risk management, corporate knowledge and records, and other administrative tasks as required to support the Parliamentary Budget Officer

**Qualifications**:

- A tertiary qualification in business, accounting, commerce or a related discipline
- Certified Practising Accountant or Chartered Accountant (desirable)

**Skills**:This role requires you to manage competing priorities for organisational compliance and performance. To be successful, you will demonstrate:

- an outcomes and results focus, with the ability to manage corporate matters and build trust with stakeholders
- knowledge of financial reporting, performance reporting, annual reporting, and strategic planning
- an ability to prepare financial statements, and an understanding of government budget systems
- familiarity with corporate systems and a disciplined approach to records management
- familiarity with the Financial Management Act 1994 (Vic), the government's regulatory framework and Australian Accounting Standards
