About the Community Safety Building Authority
The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe. Currently going through an exciting period of growth. CSBA are looking for a multitude of positions to be filled to support both new and existing projects.
The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.
The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.
Reporting to the Director, Commercial and Legal, the Commercial Manager provides high quality commercial advice and services to support the CSBA Project Streams, including Major Projects and Program Delivery. The Major Projects unit is responsible for the delivery of major, high-value and/or high-risk infrastructure projects across the Justice and Community Safety Sector. It is predominantly responsible for new build projects across the Corrections & Justice Services and Youth Justice portfolios. The Program Delivery unit is responsible for the development and delivery of a range of new build, expansion and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria.

About the Role
The role of the Commercial Manager provides professional expert advice on commercial, legal, financial, policy and related issues to support project procurement and delivery decisions.
**You will also**:
- Provide expert professional advice and recommendations on commercial, legal, financial, policy and related issues in relation to the procurement and subsequent contract management and administration of construction works packages, including variations, extensions, suspensions and risk management on commercial and contractual issues.
- Implement the contract management and administration function for the CSBA Project Stream, including project budget and contract management systems and processes, for the respective works package to support the delivery of project objectives.
- Manage the commercial and legal aspects of the procurement process and subsequent contract management and administration of construction works packages in consultation with project teams, contract administrators and cost managers, including:
- implementing commercial and contractual arrangements and associated procurement processes, ensuring alignment with Government procurement policies.
- ensuring coordinated outcomes across technical, legal and commercial aspects of the Project.
- instructing and managing relevant project advisors to achieve required outcomes; and
- supporting the preparation of relevant procurement and delivery plans including Strategic Procurement Plans, Probity Plans, Tender Evaluation Plans and Contract Management Plans.
