Purpose of specific work area and position

The Training and Development unit comprising of operational and non-operational staff within four teams - staff development, volunteer training development, volunteer training delivery, and resource development. The Volunteer Training Delivery function focuses on the design and implementation of the volunteer training strategies to operationalise the Rural Fire Development Framework, and associated training packages..

Reporting to the Manager, Volunteer Training Development, you will be a key member of the team contributing to the development of innovative capability enhancement initiatives to ensure digital training resources enhance regional operations and service delivery. You will liaise with key stakeholders to support the creation and delivery of engaging content for interactive learning, hosted on the departments Student Management System, and manage publication of sessions within organisational systems to ensure effective access by Rural Fire Service Queensland (RFSQ) staff and volunteers.

Mandatory requirements
- Must meet the mandatory requirements and attributes as outlined in the generic RFSQ Rural Officer Two (RFSO2) role description.
- Possession of current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education or equivalent.

Highly desirable requirements
- Knowledge and/or experience in design, production and delivery of audio-visual/ interactive learning content to develop training programs and packages would be considered highly desirable.
- Demonstrated ability to manage competing priorities and provide good organisational, communication and planning skills.
- Knowledge of, or experience working with volunteers and/or within a volunteer organisation.

Primary duties

In addition to the generic RFSO2 role description, the primary duties of the Digital Learning Officer include but are not limited to:

- Prepare, edit, create, and design volunteer training content of a complex nature for various digital platforms, in alignment with volunteer training development priorities and business needs.
- Support training delivery by liaising with stakeholders regarding day-to-day issues from a digital learning perspective.
- Assist with design, user acceptance testing, and implementation of online and digital learning products to ensure seamless end-user experience for learners.
- Deliver training and monitor evaluation processes to assess training content and immersive learning technologies to ensure staff develop their capabilities in digital learning processes.
- Administer, maintain and support compliance activities and the assurance of data integrity within the Learning Management System (aXcelerate), including the review of eLearning modules to ensure continuous improvement.
- Provide timely and accurate advice to key stakeholders, vendors, and management relative to online learning development, accessibility, industry guidelines and whole-of-government information standards.
- Ensure digital learning content development, maintenance and enhancements align with organisational objectives, digital strategy, and government policy.

- Be able to meet the attributes of the generic Rural Officer Two (RFSO2), role description.
- Rural Officer One (RFSO1) or applicants with equivalent industry experience, appropriate skills, and knowledge, are encouraged to apply.
- Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
- Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
- Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
- Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
- Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
