**The Opportunity**:
Lithgow City Council has an exciting opportunity for a motivated and goal-oriented Governance and Risk Manager to join their team.
Reporting to the Director of Finance & Governance, the Governance and Risk Manager will provide effective leadership and assurance for Governance, Risk, Procurement, Internal Audit and Workplace Health & Safety functions across Council. This position is responsible for the management and implementation of frameworks in these key areas, ensuring that there is compliance and consistency the with best practice to achieve Council's objectives and goals.
More specifically, your areas of responsibility will include (but will not be limited to):
- Governance; development and management of Councils governance & committee framework, Fraud and Corruption Control Framework and maintenance of Council’s Policy, Standard Working Procedure and Delegation registers.
- Internal Audit; development of Council's internal audit program, management of Councils internal audit function and supporting the Audit, Risk and Improvement Committee.
- Risk Management; the management of risk polices and Council’s Enterprise Risk Management Framework, development of Councils' business continuity plans and conduct risk management awareness programs.
- Procurement: Overseas Council's Procurement function, ensuring strategic and efficient processes, resulting in value for money and quality contract engagements.
- WHS Function; facilitate the systematic management of workplace health and safety across Council in conjunction with the WHS team, including the identification of risk management activities as well as the implementation and maintenance of Council's WHS Management system.
**About you**:
- Tertiary qualifications of relevance to the position in such areas as Business Management, Risk Management, Governance, Public Policy.
- Extensive professional experience in a broad range of governance functions, including policy development, risk management, and legislative compliance.
- High level skills and experience in implementing Enterprise Risk Management Frameworks and / or organisational risk management.
- High level skills and experience in successfully managing and implementing audit processes.
- Advanced interpersonal skills and demonstrated ability to build and maintain relationships, negotiate outcomes, resolve conflict and provide clear advice, guidance and direction.
- Advanced communication skills and demonstrated ability to prepare a wide range of communication materials, including reports, correspondence, submissions, policies and procedures.
- High level project management skills.
- Demonstrated ability to develop efficient and effective procedures and to implement change management.
- Demonstrated ability to model Council’s key values and desired behaviours.
- Through understanding of Work Health and Safety.
- Class C Drivers Licence.
- Postgraduate qualification/s in Business Administration, Management, Leadership or related discipline.
- Governance Institute of Australia (GIA) accreditation.
- Knowledge of the role, functions and responsibilities of Local Government.
