**About the Branch**
The Northern Endeavour Branch was established in March 2020 to implement the Government’s long term handling strategy for the decommissioning of the Northern Endeavour Floating Production, Storage and Offtake (FPSO) facility and remediation of associated oil fields.
Companies must decommission oil and gas wells, pipelines and other infrastructure no longer needed or in use. Decommissioning activities like plugging and abandoning wells, removing property and rehabilitating sites must be done in a safe and environmentally responsible way. The Government’s commitment to decommission the Northern Endeavour FPSO follows the liquidation of the Northern Endeavour Owner - the Northern Oil and Gas Australia (NOGA) group of companies in 2019.
Decommissioning and remediation will likely take several years and involve 3 phases:
- Phase 1: Decommissioning and disconnecting the facility from the subsea equipment
- Phase 2: Permanent plugging and well abandonment
- Phase 3: Removing subsea infrastructure and remediation of the Laminaria and Corallina fields.
**About the Team**
The **Phase 1 Decommissioning Project Team’s** core functions are to deliver Phase 1 of the Northern Endeavour Decommissioning Project. This includes operating and maintaining the FPSO, preparing it for disconnection, suspension of subsea wells, disconnection and towing the FPSO off location. This work is delivered by an integrated team that includes APS employees as well as contracted advisors and technical personnel. The team also manages the ongoing engagement with other Commonwealth agencies in connection with regulatory oversight and approvals such as:
- The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA)
- Australian Maritime Safety Authority (AMSA)
- Department of Climate Change, Energy, the Environment and Water (DCCEEW)
- Demonstrated experience in the management of complex and multifaceted projects either in the public or private sectors
- Previous oil and gas industry project management experience is desirable but not essential
- Cultivate productive working relationships by establishing and leveraging key internal and external stakeholder relations and partnerships
- Well-developed analytical, problem-solving, communication, and negotiation skills
- Demonstrate personal drive and integrity by committing to action, displaying resilience, showing personal courage and engaging with risk in a complex environment
- Demonstrated ability to manage changing demands and priorities and the ability to take initiative driven by sound judgement to maximise benefits
- Demonstrated ability to maintain a well-developed understanding of relevant legislation and policy frameworks
**What you will do**:
- Ability to shape strategic thinking by coordinating project activities, including strategic planning, governance and human resources
- Ability to achieve results by building team capabilities and responsiveness, as well as marshalling professional project management expertise in a rapidly changing and challenging environment
- Excellent communication skills (written and verbal), with well-developed relationship management and liaison skills
- Attention to detail when developing written information including Ministerial briefings and other products
- Ability to work to ambitious project delivery scope timelines is critical
