Role purpose
Based within the Aboriginal Health Division, the Manager System and Service Innovation will drive strategic projects and reform activities to transform the health system to ensure that health services are equitable, effective and valuable to Aboriginal people in Victoria.
Under the direction of the Deputy Chief Aboriginal Health Adviser, the Manager System and Service Innovation will lead a small high-functioning team and work across the department and government to deliver priority projects aimed at improving Aboriginal health and wellbeing outcomes. These priority projects aim to transform the way government and the health system work to embed the principles of Aboriginal self-determination and cultural safety.
The Manager will also provide critical analysis to other areas of the department and government to embed Aboriginal self-determination and cultural safety in service and program design, and provide expert advice to the Department of Health senior executives
This will require strong leadership, influence and negotiation, engagement and time management skills, with the ability to collaborate with and harness the collective insights of the department, health services and other external stakeholders. Strong policy, conceptual, analytics and writing skills are required to be successful in this role.
Key accountabilities
- Provide high quality business intelligence, authoritative advice and sound policy recommendations to senior executives based on comprehensive research.
- Oversee the development of policy and initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters. Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet and agency submissions on complex issues.
- Pro-actively build and maintain effective working relationships and facilitate the flow of information across the department and with key external stakeholders.
- Enable and support self-determination of Aboriginal communities and Aboriginal health organisations in relation to the design, implementation and review of health services, programs and policies.
- Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development.
- Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives and contribute to relevant committee and governance processes.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
- Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
