About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Training provides quality assurance to ensure compliance against Vocational Education and Training legislation and the Australian Qualifications Framework for Registered Training Organisations (RTOs) when delivering nationally accredited and non-accredited training and assessment to staff and volunteers. The team is responsible for reviewing and developing quality SES training and development products, services and systems that provide a holistic and specialised approach to curriculum design and flexible learning materials that enable trainers and assessors to effectively deliver quality learning and development activities and meet SES operational capability requirements. Reporting to the Manager, you will be a key member of the team responsible for providing effective and efficient management of RTO compliance through the development and implementation of policies and procedures, including provision of recognition of prior learning services and to ensure that the development or changes to training and assessment material is compliant against current legislative standards. Key requirements Mandatory requirements Highly desirable requirements - Hold a current Certificate IV in Training and Assessment or equivalent or can obtain the skill within a mutually agreed timeframe. - Knowledge and/or experience working in a compliance or quality assurance role in an RTO environment. - Knowledge or experience in project management methodologies. Special requirements - The incumbent will be appointed as a staff member of the State Emergency Service. The hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. - It is expected the incumbent will possess the necessary expertise or experience to be appointed as an Authorised Rescue Officer in accordance with section 148(2) of the Fire and Emergency Services Act 1990. Therefore, this role is also a designated SES uniformed position. - Capacity to work on night and weekends to suit an SES volunteer environment. - It is expected that the incumbent will participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include travel to rural and remote communities, intrastate or interstate travel as necessary and/or deployment activities to other parts of the state. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to: - Manage the RTO compliance for the organisation to ensure compliance and alignment with current legislation, regulations and industry standards. - Develop, review and maintain plans, schedules, quality control and version control of all training policies and procedures, manuals and regulation documentation. - Coordinate and implement the regional RTO audit plan of training and assessment material in consultation with the regional and state training units. - Provide post audit written compliance reports and assist regions with rectification of issues identified during the audit process to ensure ongoing compliance with standards, policy and procedures. - Provide advice on curriculum design and compliance and support training staff in order to maintain their training skills and qualifications for the effective delivery and assessment of training courses and programs. - Review training materials, including assessment strategies that demonstrate RTO compliance and provide advice on matters relating to continuous improvement initiatives. - Communicate regulatory requirements or compliance issues to senior management to help maintain the effective delivery of training across the organisation. - Maintain industry and stakeholder engagement to ensure adherence to best practice, standards and to identify new developments and ideas.
