About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of the role

Property Services leads the departments property acquisitions, disposals, lease management, accommodation planning, and development approvals functions, including ministerial designations. The team works closely with the private sector and other government agencies, including the Department of Energy and Public Works to strategically manage the diverse building, construction, maintenance, and leasing activities across all QFES property and billboard assets, and provides strategic advice to ensure accommodation, design and marketing requirements are in line with whole-of-government legislation and achieve value for money in workplace design and construction.

Reporting to Senior Planning and Property Officer, you will be responsible for contributing to the performance of property due diligence and feasibility analysis related to property acquisitions, disposals and developments. You will provide town planning analysis to enable the selection of the most appropriate development approval pathway and ensure the delivery of the departmental capital program remains compliant with the property development and town planning regulatory environment.

Key requirements

Highly desirable requirements
- Tertiary qualifications in town planning, urban and regional planning, or an equivalent qualification, is highly desirable.
- Minimum 2 years' experience in town planning, urban development or similar role.
- Minimum C Class Driver's Licence (non-restricted).

Special requirements
- The incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required, with the possibility of overnight stays.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Review and interpret relevant planning and property development legislation, including state planning and land use documents to provide advice and support to the department's property acquisition and disposals and capital works portfolio matters.
- Provide high quality and consistent land use planning advice to key stakeholders as due diligence and feasibility assessments to inform departmental land acquisitions strategies.
- Engage, instruct and oversee expert external advisors and ensure appropriate delivery of engagement obligations relevant to planning and sustainable development matters.
- Develop and maintain professional relationships with internal and external stakeholders to ensure a strong understanding of operational and legislative deliverables when performing investment and property planning.
- Prepare well researched and accurate correspondence, submissions, briefs and reports on property due diligence and feasibility, land use, planning and development matters, in accordance with departmental requirements and governance.
- Represent the department, in an effective and professional manner at meetings and working groups relating to property planning and capital works matters to address issues and achieve quality outcomes.
- Contribute to projects including coordination of policy and legislation reviews, continuous improvement of the property planning frameworks and providing support to achieve project deliverables.
