The Finance and Procurement Reform Program Team is involved in a number of projects streams relating to the re-implementation of the Department's current Oracle solution onto a new Oracle Cloud Software as a Service instance.
The Change Manager lead the change management components of the Finance and Procurement Reform Program. The Change Manager is responsible for ensuring that changes to information system, related infrastructure and business processes are done in such a way as to meet the needs of the Department's business groups and stakeholders.
Accountabilities
- Provide authoritative and expert advice and recommendations related to change and communication management consistent with organisational goals and values.
- Effectively co-ordinate and provide leadership to stakeholders by:

- (a) modelling behaviours integral to good management and departmental values
- (b) pro-actively building and maintaining positive relationships with peers and stakeholders across the organisation.
- (c) establishing and maintaining a communications plan
- Ensure the timely and accurate completion of various change components through careful stakeholder management and timely escalation of issues to the Program Manager.
- Provide high level change advice to a range of projects that impact or feed into the systems or processes used by the department.
- Define, implement, maintain and enhance appropriate change methodologies and practices and business/system change processes as required to support and progress the Finance & Procurement Reform Program.
- Provide change advice and recommendations to the Program Manager to improve project change delivery in a highly computerised environment and in accordance with relevant guidelines, standards and policies.
- Liaise with the Systems Integrator, Vendors, Project teams and SMEs to deliver all required Change Management services for the implementation.
- Set up and lead business engagement forums or working groups with stakeholders; facilitating approvals of key decisions & solutions from business & IT stakeholders.
- Conduct change readiness assessments and undertake key actions needed to ensure business stakeholders are ready, willing and able to implement the change.
- Work closely with project teams and key stakeholders to develop and deliver change plans and strategies (includes identifying business needs, change impacts, developing and delivering communications)
- Provide regular status updates, support and advice to the project team and business owners.
- Operate with a ‘hands on' approach to undertake all required change management activities and deliver quality outcomes.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.

Technical Expertise
- Proven and extensive experience in successfully delivering a full end to change program for complex ICT and Finance related projects.
- Minimum of 5 years experience in leading enterprise wide change management programs requiring business change impacts.
- Proven and extensive experience and thorough understanding in the use of change management methodologies (such as PROSCI), including use of sprints, agile and scrum.
- Working knowledge of finance business processes.
- Extensive experience leading Vendor and project related resources and or teams in change management activities.
- Exceptional presentation, collaboration and communication skills.
- Experience in planning and implementing large training programs across dispersed locations and diverse teams.
- Proven experience in delivering Stakeholder Analysis, Detailed Impact Assessment, Action Plans, Communications Plans and Communication Materials and undertaking Training Needs Analysis.
- Experience in Finance ERP Systems implementation - such as SAP or Oracle cloud experience, an advantage
