About us The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes. The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state. The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability. Purpose of the role QFD considers safety and incident prevention to be vital to the ultimate success of the organisation's operations and is an integral part of all workers', and QFD as an employer's, responsibilities. Working collaboratively with other statewide stakeholders, the Safety and Wellbeing unit delivers specialised preventative and responsive Health, Safety and Wellbeing services to all personnel (paid and volunteer) through QFD senior managers and supervisors as well as via a network of Regional Advisors, Safety and Wellbeing, and is responsible for a range of defined Health, Safety and Wellbeing services as well as programs and initiatives identified to address key risks to health safety and wellbeing outcomes. Key requirements Highly desirable requirements - Experience and/or formal qualification in Workplace Safety, Workplace Investigation, Health Promotion, Risk Management, or related areas. - Demonstrated high level knowledge of legislation and regulatory frameworks related to Work Health and Safety Act 2011. - Qualifications and/or experience in incident investigation models such as ICAM and TapRoot. - Extensive experience in risk assessments, Work Health and Safety Management System development and implementation. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Lead and manage the functions of the team, including programs and initiatives in the delivery of health and safety systems and strategies across QFD, to ensure the safety and wellbeing of staff and volunteers. - Drive the development, delivery and evaluation of safety and wellbeing programs, tools and initiatives to improve the safety and wellbeing literacy, capacity and outcomes across QFD in compliance with applicable legislation. - Provide high-level strategic advice to senior managers on safety and wellbeing obligations, risks and mitigation strategies and provide solutions to support service delivery and workforce capability. - Manage, prepare and review complex submissions, briefs, reports and correspondence relating to the department's safety and wellbeing responsibilities in accordance with departmental requirements and governance. - Build and maintain collaborative networks and partnerships with internal and external stakeholders to promote program activities and achieve positive outcomes. - Represent the department on committees, working groups and whole-of-government forums to build awareness and ensure a consistent approach relating to safety and wellbeing initiatives activities. - Lead investigations and manage practices and processes regarding incidents and near misses, in accordance with best practice methodologies, departmental requirements and governance. - Manage the function and team, fostering positive teamwork, and utilisation of human, financial and other resources and assist in the ongoing development of staff through performance, planning, and review Capabilities To determine your suitability for the role, you will be assessed on the following leadership and management behavioural competencies Queensland Public Service Workforce Capability Success Profile that link to the "key accountabilities" for this role: Workforce Capability Success Profile Category - Team Leader Vision - Leads strategically - Stimulated ideas and innovation Results - Builds enduring relationships - Drives accountability and outcomes Accountability - Fosters healthy and inclusive workplaces - Demonstrates sound governance Once you join us we will want you to exemplify the QFD core values: - Respect - Integrity - Trust - Courage - Loyalty This work is licensed under a Creative Commons Attribution 3.0 Australia License.
