About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of role

Capability and Investment supports the ongoing delivery of business capability modelling and strategic investment planning to improve capability maturity, through providing support to capability owners and service leads to ensure the effective review of capability and that investment support is provided to enhance the delivery of the department's capabilities.

Reporting to the Director, Capability, Doctrine and Lessons, you will work closely with key stakeholders to lead the review of the department's capabilities while providing support to the investment decision making process. You will also be responsible for leading a multi-disciplinary team to support the successful management and delivery of strategic programs, projects and other QFES initiatives as required. You will also provide strategic oversight in regard to capability management including advice and leadership on the development of capability models and supporting frameworks.

Key requirements

Highly desirable requirements
- Knowledge and understanding of capability management or previous experience working with business capability models.
- Knowledge and/or qualifications in project management or previous experience leading or working in a project management environment.

Your key accountabilities

Your part in the ongoing success of our department, in providing frontline services will see you responsible for a variety of work, including, but not limited to:

- Lead and manage the provision of ongoing support to all levels of the department through the implementation of QFES Capability and Investment Model.
- Provide high-level strategic advice and direction, and oversee the analysis of capability requirements for both capability owners and those responsible for the delivery of QFES capabilities.
- Manage implementation of frameworks, policies and procedures to support ongoing investment planning, prioritisation and feasibility analysis that helps shape the investment plan for each respective capability.
- Build, consult, negotiate and maintain effective working relationships with internal and external stakeholders to promote and establish current capability and investment management processes.
- Represent QFES on various forums, including planning and coordination of capability workshops with a view to promoting innovation, service delivery enhancements and successful program delivery.
- Implement and manage governance frameworks and systems, and evaluate processes that facilitate strong program and project management discipline, reporting and benefits realisation.
- Prepare and review complex briefs, reports, submissions, and respond to correspondence and enquiries relating to capability modelling and investment planning, in accordance with departmental requirements.
- Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
