Role is a fixed term role until 30/6/23 and is fully funded by a section 33 Trust to support the transition to the Banking and Financial Services State Purchase Contract. This SPC was established in October 2021 and is considerably more complex than the previous banking SPC, it replaces a sole supplier with a panel arrangement, has an expanded remit and requires considerable effort to progress.

**Strategic Sourcing Group**

The Strategic Sourcing Group (SSG) provides whole of government procurement solutions, policy development and implementation of the State's Intellectual Property (IP) requirements, as well as support for the Victorian Government Purchasing Board. SSG is also responsible for managing VicFleet operations including motor vehicle finance lease facilities across all government departments and agencies.

**Procurement and Category Management Team**

As part of the SSG, the Procurement and Category Management (PCM) team develops, implements, and manages whole of Victorian government procurement strategies, initiatives and relationships impacting on whole of Victorian government spend on non-ICT goods and services.

**About the role**

Due to internal promotion, the PCM team has two unique 12-month Fixed-Term Procurement Officer opportunities available.

Key accountabilities
- Facilitate and manage sourcing activities that utilise existing State Purchase Contracts to support larger procurement projects across the team
- Undertake selected category and contract management activities including analysis and monitoring of supplier performance, engaging with contract business owners to highlight improvement opportunities.
- Proactively contribute to the development and achievement of team deliverables, goals and strategies.
- Contribute to the documentation and development of policies, procedures and process improvements to maximise the efficient and effective delivery of the Procurement and Category Management team deliverables
- Develop and maintain cooperative relationships with stakeholders, constructively working to resolve issues or escalate as appropriate
- Provide support to the Strategic Sourcing Group and the department on a range of matters as required

**About you**

To be considered for this role, you must demonstrate the following:

- Excellent interpersonal, communication and presentation skills, with an ability to clearly articulate outcomes to internal/external stakeholders of varying seniority and address their requirements within agreed time frames
- Ability to undertake end-to-end sourcing activities including specification and strategy development, tender documentation, evaluation activity, negotiation and contract execution.
- Strong stakeholder relationship skills with an ability to develop collaborative and effective relationships with a broad range of stakeholders
- Ability to work collaboratively in a team environment and constructively support the delivery of team and organisational outputs
- Experience in identifying, developing and documenting new processes, procedures and supporting materials for innovative service delivery
- Ability to work independently with a diverse workload and competing priorities

**Experience and qualifications**
- Tertiary qualification in related discipline, and/or significant experience in a similar role would be highly regarded.
- Strong knowledge of Victorian Government procurement policies will be highly regarded.
