**The Role**
As the C2 Measurement & Experimentation discipline leader, your role is to lead a dynamic and valued transdisciplinary team of operations researchers and human scientists with expertise in both qualitative and quantitative analytical and experimental fields to measure, design and execute experiments to enhance C2 at the organisational scale. The team support Joint Operations Command (JOC), among other headquarters, with analytical support to modernise, improve and sustain its structures, processes and methods that enhance it as a planning, executing and decision making organisation.
The responsibilities of the role include but are not limited to:
- Develop and implement a trans-disciplinary research program that is peer reviewed and delivers enhanced Measurement and Experimentation capability to various ADF headquarters and command posts, including JOC.
- Grow the partnerships with JOC and academic partners to support headquarters surveys, studies, and experimentation initiatives, inclusive of appropriate Ethics Management.
- Mentor and support the professional and career development of a trans-disciplinary team.
- Lead a research field that directly contributes to the capability within the discipline.
**About our Team**
The C2 Measurement and Experimentation discipline are a dynamic and diverse team of APS staff, contractors, academic and military partners that deliver support and capability to the modernisation of Joint Operations Command (JOC), which oversees the delivery of key effects to enhance ADF force multiplication and projection. The team is currently geographically dispersed.
This discipline maintains two core capabilities:
- Organisational scale studies that measure and track over time the Command and Control modernisation of the ADFs headquarters and command posts, targeting key sociotechnical dimensions.
In addition, the team from time to time may be called upon to use its skills to conduct specific Operations Analysis tasks in support of JOC. This team has developed a strong and valued strategic partnership with both JOC and DSTG programs such as the Agile C2 STaRShot and its successor the Integrated C4 Project, and is a crucial capability to support military operations through the Joint Operational S&T (JOST) Project. The team is looking to grow its research capability and international engagements.
The discipline is one of three in Integrated C2 Enhancement (IC2E) which collectively uses trans-disciplinary skills to transform complex ADF decision-making systems at the organisational scale through in-the-loop, on-the-loop and off-the-loop Operations Research, Human and Systems Sciences analysis and advice. In turn, IC2E sits within Operational Decision Analysis Branch whose mission is to provide analysis that informs and enables the ADF to understanding how to operate in a complex contested environment across the competition continuum from the grey zone to high end war fighting.
With a strategic mindset, you will demonstrate your ability to understand and distil Defence and whole-of-government strategies while inspiring a sense of purpose within your team, which assist them to associate their work programs with wider strategic priorities. You will have excellent communication skills and the ability to convey complex information and be able to use your communication skills to collaborate with a wider range of internal and external stakeholders across DSTG, industry universities and overseas partners.
