**The Division**

Transport’s Regional and Outer Metropolitan (ROM) division’s purpose is to make regional and outer metropolitan NSW a better place to live, work and visit. Our division is made up of over 4,400 people in over 270 locations across NSW. We operate transport services and maintain our regional networks to help our regional communities and visitors stay safe and connected.

**The Opportunity**

We have a permanent, full-time opportunity for a **Manager Network Development** to join the ROM, Planning and Programs team.

The Manager Network Development is responsible for initiating, leading, and directing the project development of multi-modal options analysis to ensure optimum investment and intervention across the ROM Transport network. This includes managing the project development and delivery of business cases across the portfolio, including conducting detailed analysis as well as planning and providing strategic advice, to ensure business cases meet approval requirements. The role acts as the pivotal link between stakeholders ensuring business needs and requirements are communicated and delivered effectively.

Additionally, this role will be accountable for;
- Gathering technical input, data and information from key stakeholders and ensure information clearly articulates all program/project requirements to ensure information is accurately captured within business cases.
- Ensuring research, modelling and financial analysis supports the economic justification for specific investment decisions to meet investment approval requirements.
- Consulting and negotiating with a range of internal and external stakeholders and manage executive relationships effectively to balance competing and conflicting priorities and influence decisions regarding business cases.
- Collaborating and interfacing with all relevant stakeholders as required to ensure specific projects are developed in line with defined network strategies and address immediate to short term network performance issues that have been identified and prioritised.
- Providing expert advice on business case development, identifying opportunities to lead continuous improvement in business case analysis capability.
- Guiding the assessment and selection of project nominations and proposals utilising network performance benchmarks to enable appropriate, evidence-based decision making and to ensure the optimum solutions are fully developed to meet the objectives of an integrated transport network.

You will be a highly organised and resilient Project Manager with strong communication skills (written and verbal) and an ability to build rapport easily with team members and high-level executives alike.

To be successful in this role, you will have a well-developed attention to detail and a natural ability to prioritise competing demands in a high-volume work environment whilst never compromising on quality. In addition to this, you will have extensive demonstrated experience in the investigation and development of complex traffic, safety and congestion projects including leading the development of business cases. You will understand the gateway process and the pathway required to support investment decision making.
