
Emergency Management Liaison Officer

Expressions of interest are sought to expand the Emergency Management Liaison Officer (EMLO) pool for LSV.
This role is undertaken in addition to a person’s existing position/s as required during heightened emergency activity and is normally situated at the State Control Centre (SCC) in Melbourne CBD but may be required to operation from regional Incident control centres (ICC) from time to time.
**About the role**
An EMLO is a person who represents LSV at another agency’s facility, more often the State Control Centre, who is a conduit for information flow between LSV Operations and the other sector representatives at SCC and represents LSVs interests during a significant event or period.
On activation of the LSV EMLO position at SCC or other ICC, a roster is formulated from the available EMLO resource pool to provide the necessary coverage, taking into account availability of personnel and other duties required. This may occur at very short notice and will include work outside normal business hours.
EMLOs are required to have knowledge of operational capability for LSV as well as processes and LIMSOC operation. They must also be able to appropriately represent LSV at all levels of the Emergency Management Sector.

Applicants are required to undertake training and familiarisation in the role.
**Key Responsibilities**
- Provide up to date information/intelligence both from LSV to the SCC and vice versa, including;
- Information about Warnings and Alerts
- Monitoring of incidents
- Identification of trends in location and types of events
- Maintain logs, accurate records, and documentation
- Participate in meetings, and contribute to situation reports
- Liaise with LSV’s State Duty Officer, State Emergency Management Officer and State Agency Commander as appropriate
- Provide adequate handover briefing to incoming EMLO
- Utilise EMCOP platform to obtain any relevant information and documentation
***Minimum EMLO Applicant Criteria**
To be suitable to submit an expression of interest you must meet the following minimum criteria:
- Be a minimum of 19 years of age at the time of submitting an EOI
- Be a current financial and proficient member of a Life Saving Victoria affiliated Life Saving Club or Service
- Have completed a minimum of five (5) years active beach patrol in Victoria, ideally in a leadership role
- Current Volunteer Working with Children Check
- Be proficient in the minimum awards as outlined below
- Have experience (volunteer or work) for an external emergency service agency.
- Working knowledge of the Emergency Management Manual Victoria and the Australian Inter-Agency Incident Management System
- Proficiency in LIMSOC - incident creation, management & closing off, After Hours Emergency Paging, Report viewing
- Have held a State Officer Position or worked for a State Service at Life Saving Victoria
***Minimum Lifesaving Awards**
- Bronze Medallion
- Silver Medallion Beach Management or Patrol Captain Award

Desirable requirements are not compulsory but will significantly benefit the applicants EOI.
- Introduction to Emergency Management (AIIMS)
- Knowledge of Coastal/Bay Beaches including Major Inland Waterways
- Knowledge of water safety, lifesaving, Life Saving Victoria, Surf Life Saving Australia and Royal Life Saving Society Australia.
- Cert IV / Diploma or equivalent in search and rescue, public safety or incident / emergency management
- Completed Psychological First Aid Training
- Excellent communication and clear note taking skills
- Excellent teamwork skills

- Experience in Lifesaving Operations
- Experience with other emergency service agencies
- Understanding of LSV command, control and business services.
Following the closing of the EOI, an LSV selection panel will assess all applicants and determine the suitability of applicants for the position. Unless needed there will be no interviews for this position. Successful applicants will begin training immediately following recruitment.
