Station Officer
Purpose of specific work area and position
The Compliance and Prosecution Unit (CPU), Investigations and Compliance Section is responsible for enforcing compliance with the Fire Services Act 1990 and Building Fire Safety Regulation 2008. The unit coordinates all enforcement action against persons or entities that fail to comply with the legislated fire safety standards and refers all recommended prosecution action across the state to the Legal Services Unit (LSU).
Officers of the CPU work closely with regional Safety Assessment Officers (SAOs) and other personnel to develop investigative skills and wherever necessary, provide personnel to conduct major investigations and enforcement regimes within regions.
The role of Compliance Officer is to support the unit and regional staff with respect to: building fire safety enforcement to remedy matters on non-compliance; enforcement options for non-building fire safety matters such as unauthorised fires; prosecution of offenders through Magistrates Courts; Supreme Court injunctions to prohibit the use of unsafe buildings.

Highly desirable requirements
- Demonstrated ability to manage competing priorities and provide good organisational and planning skills.
- Work in an adaptable and high-pressure environment to support the development and training outcomes.
- Currently hold a Queensland Government Corporate Card would be regarded as highly desirable.
Key relationships
- This position reports directly to the Manager and has direct relationships across the department, including with senior officers of the QFR State Capability and State Operations Directorates, QFR Regions and Strategy and Corporate Services Division.
- Key external relationships include all relevant local government representatives, all tiers of government, local industry, and local industrial representatives and associations.
Primary duties
This QFR Duty Statement appends the generic QFR Station Officer, role description (key accountabilities and capabilities), and provides clarity on the duties of the role, which includes:
- Provide support to the regional SAOs and other QFR officers in the investigation and enforcement of non-compliances and offences against building fire safety legislation.
- Ensure statewide consistency pursuant to enforcement action taken against alleged offenders including reviewing evidence and approval of all QFD enforcement action.
- Research and draft documentation to provide information to LSU Officers for compilation of Briefs of Evidence for prosecution matters.
- Assist in the development, implementation, review, documentation and delivery of training programs, to enhance the ability of all QFR and RFSQ Officers to undertake enforcement activities and present evidence in court.
- Undertake field work and provide advice to members of the public in relation to building fire safety and smoke alarm legislative requirements, including investigation and onsite inspections to ensure legislative compliance.
- Monitor the Community Safety Operating System (CSOS) to manage information on infringements and prosecutions, identify trends and implications for QFD legislation, compile statistics, make recommendations and provide reports to the unit manager.
- Research and analyse internal departmental policy and procedures, other legislation, external databases, Codes and Australian Standards pertaining to the approved installation and maintenance of building fire safety installations.
- Draft correspondence, submissions and documentation pertaining to matters associated with fire safety legislation as required, in accordance with departmental requirements and governance.
Special requirements
- Hold the rank of substantive Station Officer, and be trained as a Safety Assessment Officer, and have, or the ability to rapidly acquire a comprehensive knowledge of the CSOS.
- Have a demonstrated ability to research and provide high quality written and verbal responses.
- Incumbent's may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands.
- Officers appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
- Have a proven commitment to maintaining competencies and operating in a team environment.
