
Airfield Civil Maintenance Manager

The Airfield Civil Maintenance Manager is responsible and accountable for the day-to-day maintenance of the Airfield Civil Assets (pavement, line marking, grasslands, fencing, fixtures and associated infrastructure), ensuring they are well maintained, meet operational availability and MOS139 requirements.
This role is a key leadership role, responsible for leading the civil maintenance team, and ensuring that the team is productive, professional, and highly engaged.

**Key responsibilities**:
**Manage the day-to-day running of the Airfield Civil Maintenance Team**
- Promote and drive a just culture and positive team engagement of the Airfield Civil Maintenance team
- Host regular team meetings with the airfield civil maintenance team to drive productivity, efficiency and teamwork.
- Define and manage work priorities, providing direction to teams through team leaders on daily and weekly tasks.
- Manage the department spend in line with annual budget.
- Ensure all team members are up to date with compliance modules and licenses required to complete their role
- Ensure Friction levels are maintained through regular testing and rubber removal, review results to determine compliance and maintenance requirements moving forward.
**Improve Melbourne Airport’s Safety and Compliance**
- Achieve OH&S best practice and aim for NIL workplace accidents/incidents.
- Investigate and learn from all workplace accidents/incidents, ensuring learnings are shared appropriately.
- Ensure Risk Assessments and/or Job Safety Analysis are in place prior undertaking tasks.
- Annually review all safety procceses and refresher training documentation, incorporating continuous improvement and best practice methodology
**Make technology work better for the business**
- Continue to drive the use of technology to improve compliance, efficiency, reporting and safety. e.g. airfield systems, pavement systems, data collection, contract management.
- Ensure CMMS is managed and effective as a primary work planning tool for assets.
- Work with the Grounds Maintenance team to ensure effective use of GIS, CMMS, and any other appropriate tools.
**Maintain effective communications with internal and external stakeholders.**
- Maintain effective communications with the Airfield Standards Manager, Airfield Operations Manager, and the Airfield Facilities and Technical Manager to ensure an accurate reflection of the asset base is published
- Work closely with the Airfield Infrastructure Asset Manager in the implementation and setup of the airfield asset management plan.
- Ensure contact and communication with other Airport users (business) is carried out in an efficient, considerate manner appropriate for the situation.
- Coordinate urgent works notifications through operations and external agencies.
**Manage the Airfield Maintenance OPEX and Minor CAPEX budgets**
- Develop an annual budget plan for approval, outlining cashflows and critical works for the year. Then delivering to approved budget.
- Work closely with Infrastructure team to identify appropriate allocation of works to CAPEX projects.
- Contribute to developing strategies for the upgrade and maintenance of existing civil airside infrastructure assets, in conjunction with the Planning and Construction Sections including; pavements, roads, drainage, grasslands, rubber removal and line removal.
**Manage and maintain the Airfield pavement, grassland and markers/markings asset base to appropriate safe, secure and serviceable standards.**
- Ensure the Annual Technical Inspection is completed and that all report recommendations are implemented as per the action targets.
- Comply with CASA regulations Manual of Standards 139 and the Melbourne Airport Manual.
- Undertake asset failure remediation without undue operational interruptions.
- Ensure Preventative Maintenance is completed monthly or have a program of remediation.
- Ensure Emergency Maintenance is completed within the program priority and corrective maintenance programme as required
- Ensure that all stock is kept to appropriate levels for the daily maintenance and operations of Melbourne Airport Airfield teams.
- Minimum 5 years of maintenance experience in maintenance or civil construction desirable.
- People management experience. Previous experience leading teams across multiple shifts.
- Working knowledge and detailed understanding CASA Manual of Standards Part 139 is advantageous
