The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services. The Group’s focus is to provide services in land administration, property information and facilitating the better use of government owned land. The Planning and Land Services group also:
- ensures secure and accurate registration services for property, land and water share transactions;
- provides specialist transport property services including planning, acquisition and management of land and building assets; and
- manages the state's planning, building and heritage systems to shape the places and communities of Victoria.
**About the Role**
The Deputy Secretary, Planning and Land Services provides authoritative advice to the Secretary, Ministers Offices and executive management and leads a large and diverse team delivering land, property and planning services.
The role of Deputy Secretary, Planning and Land Services is a critical leadership position within the Department of Transport and Planning. This role involves engaging with a diverse range of senior stakeholders to define and drive strategic direction, tackle complex issues, and manage programs and functions. It also entails driving reform through consolidation of activities to identify accountabilities, points of collaboration and consistent approaches to delivering whole of state services.
The Deputy Secretary, Planning and Land Services will also play a key role in delivering on the department's commitments and strategic priorities. Additionally, as a member of the Department Leadership Team, the Deputy Secretary, Planning and Land Services will lead the development of team culture, workforce planning, and a performance framework to support the successful delivery of planning and land services.
**Planning and Delivery Outcomes**
- Lead and manage the strategic direction and vision for the Planning & Land Services group, aligning it with the department's overall goals and objectives. Drive reform initiatives by streamlining activities, identifying areas of collaboration, and promoting consistent approaches for delivering state-wide services.
- Lead efforts to consolidate functions, establish accountabilities, and implement innovative solutions in planning and land services. Establish comprehensive mechanisms for evaluating the performance of planning and land services, including monitoring key metrics, analysing outcomes, and identifying areas for improvement.
- Leverage the group's expertise in planning, building, and heritage systems to contribute to the sustainable development of communities in Victoria. By managing land use, heritage preservation, and building standards, foster the creation of vibrant, safe, and culturally rich places that align with the state's long-term vision.
- Lead the development of the Planning & Land Services group’s leadership team, clarity of roles and responsibilities, development of team culture and workforce planning.
- Collaboratively work with the senior leadership and key stakeholders to support the strategic planning process and delivery of departmental priorities.
**Position Outcomes**
- Effectively lead the performance of people through strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department’s values.
- Provide high quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership to support transport and planning portfolio objectives and respond to emerging and/or complex issues. Utilise data insights to inform strategic decision-making, enhancing the department's overall performance and effectiveness.
- Lead and contribute to government and organisational reforms including assessment of the quality and effectiveness of change initiatives and organisational improvements.
- Ensure Departmental policies and governance frameworks have been complied with, budgets are met, and fit for purpose workforce plans delivered.

**Qualifications and role specific requirements**

- Extensive leadership experience at a senior executive level, preferably within a large government department or a complex organisation with a focus on land, property, or planning services.
- Strong understanding of land administration, property regulations and urban planning principles.
- Proven success in stakeholder engagement, program management, and driving reform initiatives.
