A local City Council in Perth is seeking a new Lead for their Program management Office. The organisation is a trusted local City Council that is operating with modern project methodologies.

The organisation values its people and has gone through a major culture change, this is not your typical slow passed city council. The Council provides more than 200 different services, activities, and programs to the community, delivered by the Council’s Business Units.

Your new role

The role is for to be the Program Manager for all ICT projects in the organisation. You will be responsible for the Project Managers, Business Analysts, Project officers and Project Coordinators.

The role reports to the Manager Information Communications and Technology, you will be leading the PMO and Business System Service, leading the Portfolio Management and Project Management functions.

You will be creating and implementing PMO frameworks and monitor the reporting on the ICT projects progress to establish a satisfactory standard for Project Management and Business System Practises.

The role will also have you manage and deliver the portfolio which requires an engaging and collaborative leader as you will be working closely with the executive team.

You will also be overseeing the continuous development and support of the Council’s Business Systems. You will coordinate the Contract Management and agreements with Vendors. The Core Business Systems are Enterprise Resource Planning (ERP), Customer Relationship Management (CRM), and Geographic Information Systems (GIS).

What you'll need to succeed

To be successful in this role, you will lead the PMO function as a senior manager, leading by example, setting culture and performance standards in alignment with the council’s values. You will be able to ensure the successful delivery of projects within agreed timeframes and ensure the milestones are met.
- Lead the development and delivery of a portfolio of projects, identifying interdependencies and leveraging resources to maximise efficiencies and achieve required organisational outcomes.
- Collaborate with business leaders to define prioritisation and development of project pipelines.
- Risk management and Analysis
- Ensure the development and maintenance of PMO policies and processes.
- Ensure portfolio and project management is embedded across the whole business and best practices are in place.
- Ensure portfolio / project updates and reports are prepared to a variety of stakeholders.
- Relevant tertiary qualifications or demonstrated relevant experience.
- Relevant project management industry certification or equivalent deemed experience (PRINCE2, PMP or AGILE).
- Knowledge of portfolio management and project management processes and business analysis processes and the methodologies related to the implementation of technology related projects.
- Demonstrated ability to build organisational skills and responsiveness; positively steer and implement organisational change; establish clear direction; and plan for initiatives that deliver intended outcomes within scope, budget, and timeframes.
- Considerable experience in managing and leading complex projects and system enhancements involving significant information and communications technology
- Considerable experience in defining and managing end-to-end business change management / transformation activities.
