Meta Evaluation of Programs

The primary objective of this evaluation is to assess the overall outcomes and contributions of various programs.

Key Responsibilities
  • Conduct a thorough review of existing program documentation.
  • Assess the quality of past evaluations and synthesize findings to identify cross-cutting themes and lessons learned.
  • Apply Value for Money principles to analyze economy, efficiency, effectiveness, and equity.
  • Integrate Social Return on Investment analysis to enrich the Value for Money assessment.

The consultant will produce an Inception Report outlining the refined methodology and workplan, a Draft Meta Evaluation Report with preliminary findings, Value for Money and Social Return on Investment analysis, a Final Report including executive summary, main findings, lessons learned, and actionable recommendations, and a Presentation & Learning Workshop engaging stakeholders in reflection and discussion of findings.

Requirements
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Proficiency in relevant software applications and tools.
