About the Agency: The NT Fire and Emergency Service is a key agency in the Northern Territory, responsible for providing emergency services and promoting fire safety.
Key Duties and Responsibilities:
- Develop and lead the department's legislative reform program and establish systems to deliver the program, including identification and mitigation of key risks to its success.
- Lead legislative reform related matters through strategic alliances and collaborative partnerships through interagency and external working groups with stakeholders and other governance structures to ensure alignment between law, practice, and operations.
- Lead and manage the Law Reform Unit to design, develop and deliver legislative reform initiatives, providing high-level, strategic advice and preparing complex correspondence, reports and briefings for the Minister and Government, Chief Executive Officer (CEO) and Agency Executives, including cabinet submissions and drafting instructions on proposed amendments and associated policy issues and initiatives.
- Conduct inter-jurisdictional research, and consult, liaise and collaborate with Commonwealth, State, and Territory.
- Develop and support effective collaborative partnerships with both internal and external stakeholders to ensure the views of the agency are taken into consideration in the development of legislation and policy.
- Maintain a high level of knowledge and expertise in the relevant areas of the law and of the relevant practices and procedures.
- Provide expert legal advice on issues affecting the agency.
- Represent the agency in cross agency working groups developing broader policy to ensure effective integration of policy and legislative reforms.
Selection Criteria:
- Admission as an Australian legal practitioner and eligibility to obtain a local practising certificate.
- Strong networking skills in developing, negotiating and managing strategic relationships and partnerships at all levels.
- Demonstrated advanced communication (oral and written), conflict resolution, and negotiation skills, including the ability to cultivate and work collegiately and collaboratively with internal and external stakeholders.
- Demonstrated ability to conduct inter-jurisdictional research, critically interpret and evaluate complex legislation and information, and exercise sound judgement in relation to options and benefits of proposed reforms.
- Proven ability to direct and project manage multiple, complex projects, with limited resources and deadlines.
- Proven ability to design and conduct sensitive, complex, and demanding consultation and community engagement processes that include delivery of forums, presentations, and workshops in complex stakeholder and service delivery environments across the Northern Territory.
- Demonstrated highly developed interpersonal, written, and oral communication skills, with the ability to interact effectively at Ministerial, Government, CEO, and Executive Government levels and liaise and collaborate, influence, and negotiate outcomes with Commonwealth, State, and Territory Departments.
