Environmental Justice Coordinator Job Description

We are seeking a highly motivated and experienced Environmental Justice Coordinator to join our team at the State of Washington. This is a temporary position that will last for one year, with a possibility of being converted to a permanent position.

Job Summary: The Environmental Justice Coordinator will play a key role in advancing environmental justice throughout the state by planning, analyzing, and setting the direction and goals for impactful environmental justice initiatives and activities. The successful candidate will support the Solid Waste Management program in ensuring equitable service delivery and completing environmental justice assessments and related protocols for program rulemaking and other activities.

Key Responsibilities:

  • Lead, assist, and coordinate SWM program efforts to recognize and address environmental justice concerns and challenges within the program.
  • Organize and facilitate the SWM Environmental Justice Workgroup, including developing an environmental justice work plan for the program.
  • Manage and oversee SWM program environmental justice activities, including planning, coordinating, and facilitating meetings and reporting on progress and outcomes.
  • Provide expert environmental justice consultation, deliver customized environmental justice training, and offer tools, resources, and support to SWM staff.
  • Implement Washington's environmental justice law – the HEAL Act (Healthy Environmental for All Act - Chapter 70A.02 RCW), community compensation law (SB 5793), Title VI, and other nondiscrimination statutes within the SWM program.
  • Complete environmental justice assessments for rulemaking and provide evaluations and estimates for program bill analysis and fiscal notes.

Requirements:

  • A total of nine (9) years of experience and/or education as described below:
  • Experience in: land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience.
  • Education: involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

Desired Qualifications:

  • Demonstrated experience in conducting research, technical analyses, or impact assessments related to equity or environmental justice; developing or analyzing policies, laws, rules, or regulations related to equity or environmental justice; program planning or project management focused on equitable process design and outcomes; and/or conducting equity assessments and environmental justice analyses.
  • Understanding of Tribal sovereignty, treaty rights, government-to-government relationships, inherent rights of indigenous people, and since time immemorial Tribal culture and history.
  • Experience communicating findings and recommendations to diverse audiences.
