Senior Signalling Programme Manager

Laing O'Rourke's Rail Division is seeking a Senior Signalling Programme Manager to expand its railway signalling capability. Based in NSW, you will work as part of a multi-skilled team to deliver rail projects within NSW and Australia.
The Senior Signalling Programme Manager is responsible for leading the conversion and design elements of a project to ensure the delivery of the overall project scope within time, cost, quality, and safety requirements.
Key Responsibilities
- Provide support to the Project Leader (PL) to ensure client expectations are managed. This includes establishing a project brief, understanding development drivers, setting up a cost plan to meet the agreed budget, identifying and mitigating risks.
- Manage day-to-day interactions with authorities and utilities across various project phases from Masterplan, pre-DA, DA approval, and CC preparation.
- Develop a design procurement strategy with the PL and Principal Engineering Leader (PEL) to ensure selected consultants understand key project drivers and can respond accordingly.
- Engage cost planners as required to develop an overall cost plan for the project and work with them to develop the design according to the project budget.
- Support the PL in developing an overall conversion program, including project issues related to revenue, clients, authorities, design, procurement, and delivery.
- Identify and understand key risks and opportunities in all aspects of the project to optimise Laing O'Rourke's position.
- Ensure all works are completed in accordance with client quality requirements and Australian standards/codes.
- Prepare project client reporting documentation in a PCG format and attend PCG meetings. For internal Laing O'Rourke reporting, prepare and present monthly conversion reports tracking against budgets, programmes, and outputs. During the delivery phase, maintain responsibility for reporting against all aspects of design, including time and cost.
You should have exposure to managing teams for delivery phase construction. Experience in managing Signalling and Communication construction projects, as well as managing contractors, is essential.
A Degree in Engineering (Civil/Mechanical/Electrical) or Construction Management or equivalent is required. Understanding of design, problem-solving capabilities, and commercial acumen are also necessary.
Minimum 10 years' experience in Rail Signalling is preferred. Ability to communicate at all levels – Directors to operatives – is crucial.
