
Water Infrastructure Pre-Contracts Specialist

As a seasoned Pre-Contracts Manager, you will lead the front-end bidding and tendering process for major water infrastructure projects across Australia. This role is crucial to securing work on large-scale panel contracts and frameworks with government water authorities and utilities.
This position requires strategic thinking, excellent leadership, and strong stakeholder engagement skills to manage complex bids, develop winning strategies, and collaborate with internal and external stakeholders.
The ideal candidate will have 10+ years of experience in pre-contracts, tendering, or commercial roles within the infrastructure or construction industry. They will also have proven experience managing bids for large-scale water infrastructure projects, particularly within panel or alliance contracting environments.
Key responsibilities include:
- Leading the end-to-end pre-contracts process for major water infrastructure bids, including large panel and framework agreements.
- Developing and implementing bid strategies that align with client expectations, commercial objectives, and technical capabilities.
- Coordinating multidisciplinary bid teams, including estimators, planners, engineers, legal, and commercial personnel.
- Engaging with clients, joint venture partners, and subcontractors during the pre-contract phase to build strong relationships and ensure alignment.
- Overseeing the preparation of high-quality tender submissions, ensuring compliance with all technical, commercial, and contractual requirements.
- Providing risk analysis and mitigation strategies during the bid phase.
- Maintaining up-to-date knowledge of market trends, client procurement strategies, and competitor activity in the water sector.
- Supporting handover to delivery teams post-award to ensure continuity and clarity of project scope and commitments.
Required Skills and Qualifications
- 10+ years of experience in pre-contracts, tendering, or commercial roles within the infrastructure or construction industry.
- Proven experience managing bids for large-scale water infrastructure projects, particularly within panel or alliance contracting environments.
- Strong understanding of Australian water sector procurement processes and client expectations.
- Excellent leadership, communication, and stakeholder engagement skills.
- Commercially astute with a strong grasp of contract law, risk management, and pricing strategies.
- Ability to manage multiple bids simultaneously under tight deadlines.
- Engineering, Construction Management, or Business-related degree preferred.
