About the Role

The Procurement Business Partner will play a key role in shaping the procurement strategy and operations for Horizon Power, a leading energy provider in Western Australia. As a strategic sourcing expert, you will be responsible for leading the efficient and effective delivery of sourcing activities, procurement advisory, and processes within a center-led model.

Key Responsibilities

  • Implement the Procurement and Supply Chain Group (P&SC) Business Plan, ensuring compliance and governance, delivering value, and managing key risks.
  • Deliver strategic, high-risk, and sensitive procurement activities or part of a program/project, providing advisory services to support all other engagements and responsible for all queries and service requests.
  • Support the Strategic Sourcing Manager in improving sourcing timelines and commercial outcomes, managing the PRISM and Procurement Pipeline for current and future works for completeness and accuracy.
  • Responsible for spend-insight and benchmarking against business objectives, key performance indicators, and purchasing compliance.
  • Engage with stakeholders to understand their business plan, related procurement, and contract management activities, establishing collaborative working relationships focused on identifying continuous improvement opportunities.
  • Manage end-to-end supplier relationships, ensuring key strategic suppliers are managed in accordance with the Horizon Power Supplier Relationship Management (SRM) Framework.
  • Support the Strategic Sourcing Manager with the maintenance of P&SC documentation, undertaking high-level strategic negotiations, and providing expert advice and resolving complex risks in contracts.
  • Support business-wide training, coaching, and mentoring of the business, including source to contract, contract management, procure to pay, probity, spend, procurement system-related, and supplier queries.
  • Participate in training and development, improving effectiveness to be a high-performing team.

Requirements

  • Significant professional experience in a commercial environment, negotiating and managing spend for a similar-sized and complex business.
  • Experience in identifying continuous improvement opportunities, defining business cases, and realizing value through implementation.
  • Stakeholder management experience, including internal and external stakeholders.
  • Ability to understand and analyze complex relationships, informing decision-making.
  • Proven project management experience.
  • Technical skills in source to contract, procurement strategy and planning, contract management, contract law, and legislative obligations.
  • Soft skills in planning and organizing, proactive problem-solving, communication, and stakeholder management.
  • Understanding of how procurement operates to manage enterprise value and risk management outcomes effectively.
  • High-level proficiencies with MS Office systems and procurement systems.
