We are a department dedicated to protecting and serving our community through fire and emergency services. Our purpose is multifaceted: we help prevent, prepare for, respond to, and recover from the impact of these events.
As a leading provider of fire, rescue, and emergency management programs and services throughout the region, we encompass various services including fire and rescue, disaster management, rural firefighting, and state emergency services. We also support volunteer groups that provide emergency response to our citizens.
The Organisational Development branch plays a crucial role in providing enterprise change governance and organisational development. This involves designing and implementing contemporary strategies, frameworks, policies, programs, and initiatives to build organisational capacity and ensure workforce capability meets the needs of delivering frontline services and achieving organisational objectives.
In this key leadership position, you will be responsible for leading, directing, and managing a team. You will provide expert advice and support to stakeholders on strategic organisational design, development, and implementation activities to realise business improvement opportunities and enable a place-based approach that meets regional and community needs into the future.
Key requirements include:
- Knowledge of emergency service operations and culture.
- Knowledge of organisational design principles and strategic human resource management.
- Knowledge of organisational resource allocation modelling (workforce planning).
- Experience in leading and managing business improvement activities.
Your key accountabilities will include:
- Leading, managing, and contributing to complex projects considering key strategic organisational design and implementation initiatives to develop concepts and models for inclusive workforce planning and continuous business improvement objectives.
- Providing strategic advice and support to senior management on business improvement activities, departmental projects, and issues regarding organisational design initiatives to enable informed and effective decision-making.
- Developing detailed business requirements through facilitating workshops, structured research, and analysis techniques, including stakeholder engagement, surveys, and meetings to provide project updates and oversee the implementation of business improvement initiatives.
- Managing, preparing, and reviewing complex reports, submissions, briefs, and correspondence relating to organisational design and alignment activities, and issues in accordance with departmental requirements and governance.
- Representing the department at various forums and committees relating to business improvement and change management activities to meet agreed outcomes that enhance workforce capability and service delivery.
- Leading and managing a multi-disciplinary team, fostering teamwork, and managing human resource activities including developing staff through performance, planning, and review.
This role requires a deep understanding of leadership competencies, specifically Program Leader, which encompasses stimulating ideas and innovation, making insightful decisions, building enduring relationships, driving accountability and outcomes, fostering healthy and inclusive workplaces, and demonstrating sound governance.
